Proposal

The proposal seeks to amend the Hepburn Planning Scheme and grant planning permits under Section 96A of the Planning and Environment Act 1987 to subdivide the land and construct five dwellings at 1 Raglan Street, Daylesford and subdivide the land at 9 Raglan Street, Daylesford.

The Minister for Planning is considering the request to prepare, adopt and approve Draft Amendment C87hepb and to grant Planning Permits PA2302417, PA2302418 and PA2302419. Consultation is currently being undertaken under section 20(5) of the Planning and Environment Act 1987 to inform the Minister’s consideration.

What the Draft Amendment does

Draft Amendment C87hepb proposes to make the following changes to the Hepburn Planning Scheme:

Amend the Schedule to Clause 72.01 of the Hepburn Planning Scheme to make the Minister for Planning the responsible authority for:Matters under Divisions 1, 1A, 2, 3, and 5 of Part 4 and Division 2 of Part 9 of the Planning and Environment Act 1987 and matters required by a permit or the scheme to be endorsed, approved or done to the satisfaction of the Responsible Authority, in relation to land at 1 Raglan Street, Daylesford (Lot 2 of Title Plan 826164A) and 9 Raglan Street, Daylesford (Crown Allotment 35 Section 2 Parish of Wombat).

What the Draft Planning Permits do

Draft Permit PA2302417 – 1 Raglan Street, Daylesford

  • Subdivide the land into multiple allotments (including a ‘superlot’) and associated works, the removal of vegetation and the creation of access to a road in a Transport Zone 2.

Draft Permit PA2302418 – 9 Raglan Street, Daylesford

  • Seeks to subdivide the land into multiple allotments with associated works, the removal of vegetation, the demolition of a building in a Heritage Overlay, and the creation and alteration of access to a road in a Transport Zone 2.

Draft Permit PA2302419 – 1 Raglan Street, Daylesford

  • Buildings and works to construct five dwellings.

Background

The Minister for Planning has received a request from Smith Development Partnership Pty Ltd (Hygge Property) for accelerated assessment via the Development Facilitation Program.

The Development Facilitation Program was established by the Minister following the success of the Building Victoria’s Recovery Taskforce Priority Project Fast-Track pilot program to speed up the assessment and determination of identified priority projects that deliver investment into the Victorian economy, keep people in jobs, and supply a substantial public benefit.

Consultation

Before making a decision about whether to proceed with the proposed draft amendment and draft planning permit, the Minister for Planning is undertaking consultation under section 20(5) of the Planning and Environment Act 1987 to understand the views of affected parties.

Following the consultation period, the Minister may decide to refer this matter to the Priority Projects Standing Advisory Committee for further advice before deciding about whether to prepare, adopt and approve the draft amendment and draft planning permit.

Following the consultation period, the Minister may refer this matter to the Priority Projects Standing Advisory Committee for further advice before making a decision about whether to prepare, adopt and approve the amendment.
