The region

Victoria has one of the most publicly accessible coasts in the world. The Great Ocean Road region is Victoria's most popular visitor destination outside of Melbourne.

The region, stretching from Torquay to Warrnambool, is a place of infinite diversity, from exquisite coastal scenery to rugged mountain ranges, productive farmland, thriving country towns and rainforests.

These attractions make the region a popular visitor destination, while the seaside lifestyle is attracting more full-time residents. Increased population brings significant benefits and challenges, including additional pressure on the region’s highly valued environmental, cultural heritage and natural resources.

Great Ocean Road strategic framework plan

Work is underway to prepare a new strategic framework plan for the Great Ocean Road. The plan will deliver the requirements of the Great Ocean Road and Environs Protection Act 2020 to recognise and protect the importance of the Great Ocean Road and its environs to the economic prosperity and liveability of Victoria.

The plan will have a 50-year outlook and will identify the values, priorities and preferences of the Victorian community in relation to the Great Ocean Road region.

It will replace the Great Ocean Road region strategy (2004), which was developed to manage land use and transport growth over 20 years.

Great Ocean Road region strategy 2004

The Great Ocean region strategy (2004) was informed by technical work and community feedback.

The strategy’s four key directions are:

  • protect the landscape and care for the environment
  • manage the growth of towns
  • improve the management of access and transport
  • encourage sustainable tourism and resource use.

The strategy was based on the Victorian Coastal Strategy, regional catchment strategies, and landscape studies. Its implementation has been monitored and reported.
