Changes made to the residential zones 

The government has introduced refinements to improve the operation of the Reformed Residential Zones that were introduced into Victorian planning schemes in 2017.

Background

Planning zones in Victoria were reformed in 2013.

The zone reforms:

  • simplified requirements
  • allowed a broader range of activities to be considered
  • improved the range of zones to better manage growth.

Amendment V8

Three new residential zones were introduced into the Victoria Planning Provisions by Amendment V008, gazetted on 1 July 2013.

Amendment VC100

Three amended residential zones, two new commercial zones and three amended industrial zones were introduced into the Victoria Planning Provisions and planning schemes by Amendment VC100, gazetted on 15 July 2013.

Amendment VC103

Reformed rural zones were introduced into the Victoria Planning Provisions and planning schemes by Amendment VC103, gazetted on 5 September 2013.

Amendment VC116

Amendment VC116, gazetted on 1 July 2014, applied the General Residential Zone to land previously zoned Residential 1, 2 and 3 where a new residential zone was not applied. The amendment also removed the Residential 1, 2 and 3 zones from the Victoria Planning Provisions and all planning schemes.

Amendment VC110

Amendment VC110 gazetted on 27 March 2017, amended the Victoria Planning Provisions and all planning schemes to introduce a new general term "garden area", remove the two dwelling cap in the Neighbourhood Residential Zone and replace it with a minimum garden area requirement as well as introduce it in the General Residential Zone, introduce mandatory height limits of 11 metres and 3 storeys in the General Residential Zone and 9 metres and 2 storeys in the Neighbourhood Residential Zone.
