Planning for thriving communities

Springvale, Noble Park, Yarraman and Dandenong stations are on the Cranbourne and Pakenham train lines. The areas around these stations are loved for their variety of services and attractions, from diverse cuisine offerings (including the renowned Dandenong Market) to community hubs, and the Springvale retail precinct, which has seen recent investment from state and local government.

The Cranbourne and Pakenham lines now join the Sunbury line via the Metro Tunnel, improving accessibility from these areas to Melbourne’s CBD and west.

Each proposed train and tram zone activity centre sits within an already established suburban area, with parks, shops, schools, and healthcare services all within easy reach. These qualities make the neighbourhoods convenient and highly liveable.

What we heard

Council and community feedback for Springvale to Dandenong highlighted the need to invest in local infrastructure to support growth, refine activity centre boundaries to ensure walkability and appropriate transitions, and adjust building heights to protect sunlight access.

What we're proposing

  • Investing in local infrastructure to support growth and infrastructure essential to liveability for current and future communities in and around these centres.
  • Adjusting proposed catchment boundaries to ensure the catchments remain within easy walking distance of the activity centre cores.
  • Adjusting proposed core heights in Springvale and Noble Park to ensure sun access in key pedestrian areas such as Douglas Street and Buckingham Avenue.
  • Providing for different types of higher density housing through planning tools that will encourage an increase in the number of homes and provide for more housing diversity.
  • Protecting existing open space and increasing tree canopy cover by ensuring that existing open spaces such as Erikson Gardens, Springvale Community Hub Park, Copas Park, Harmony Square, Woodcock Reserve and Dandenong Park continue to have good access to sunlight.

  • We heard from the community how much they appreciate the diversity of shops and local businesses. That’s why we’re proposing taller maximum building heights around Springvale Road and Springvale Shopping Centre, where local businesses can benefit from more people living close by.
  • We also heard the importance of Springvale maintaining its cultural character. In response, we’re proposing to apply active frontages (windows and entries to shops and businesses) to the main shopping area, to ensure the main pedestrian streets remain vibrant.

  • We heard from the community how much they value Noble Park’s village character. That’s why we’re proposing to apply maximum building heights of six to eight storeys in most of central Noble Park to better reflect this existing character and to respond sensitively to the surrounding neighbourhood.
  • We also heard the importance of protecting parks and open spaces. In response, we’re proposing to apply sun access protections around certain parks and open spaces, such as Copas Park, to ensure these spaces remain bright and sunny.

  • We heard from the community the importance of retaining Yarraman’s suburban feel and quieter character. That’s why we’re proposing to apply only an outer catchment, to retain this character and to better reflect the amount of shops and services in the area.

  • We heard from the community how much they value the Dandenong Market and the many multicultural small businesses that surround the market. We’re proposing to apply active frontages (windows and entries to shops and businesses) and sun access protection requirements to keep key streets vibrant.
  • We’re proposing to retain the current planning control of no maximum building height across most of the centre, to ensure there is a growing community to support these local businesses.
  • We also heard the importance of keeping quieter residential streets in surrounding areas, while recognising Dandenong’s role as a major centre. In response, we’re proposing a transition in heights to the areas west and south of the core.

Infrastructure investment

The quality of the places we live in affects all aspects of our lives – how we live and work, connect with others and get around.

There has already been significant investment in the Springvale to Dandenong areas. We know that there will be greater demand for services and infrastructure like public transport and open spaces as more people move in, with improvements needed to support the growing population.

Our proposed infrastructure contributions plans intend to require developers to pay a standardised contribution of $11,350 for each new home, or equivalent charge for an office or similar building they deliver, which will be used to invest in improvements to infrastructure and facilities for the local community.
