About Greenfield Subdivision Concierge

The Victorian Government is unlocking constrained zoned land in Melbourne’s metropolitan growth areas to deliver more jobs and housing through the 10-year Plan for Melbourne’s Greenfields, Economic Growth Statement and Plan for Victoria.

The Greenfield Subdivision Concierge will work across government to investigate and where possible resolve issues preventing development.

Greenfield Subdivision Concierge process

When a greenfield employment or residential subdivision has been unreasonably delayed (6+ months) a council or a developer can apply to the Greenfield Subdivision Concierge for assistance.

The concierge will proactively work with developers, councils and across government to resolve issues, where possible, that are delaying decision-making and seek to facilitate resolution by:

  • convening relevant parties to work together toward a solution
  • supporting key steps required to finalise a decision

Councils will remain the responsible authority for determining applications for greenfield subdivision planning permits and post permit subdivision matters.

Criteria for assistance

For an application to be considered the project must meet the following criteria:

  • Subdivision of zoned greenfield land with a gazetted PSP in the metropolitan growth areas of Hume City Council, City of Casey, Cardinia Shire Council, Melton City Council, City of Whittlesea, Wyndham City Council, Mitchell Shire Council.
  • Minimum 2ha for employment subdivisions, or ability to justify based on the level of investment or impact.
  • Minimum 100 lots for residential subdivisions.
  • Matters that have been unreasonably delayed by 6 months or more.
  • Land not dependent on new state transport infrastructure.
  • Land not requiring amendments to a development contributions plan or infrastructure contributions plan

What happens next

Once the application has been received, we will:

  • acknowledge receipt and review the application to ensure it meets the eligibility criteria
  • aim to respond within 10 working days from lodgement and outline possible courses of action

If an application does not meet the criteria of the Greenfield Subdivision Concierge but is suitable for assistance by another government program, our team will refer the application to that appropriate program.
