The vision for Springvale
The following vision for the Springvale train and tram zone activity centre is built from the Statement of Advice prepared by a Community Reference Group (CRG) made up of local community members.
Springvale’s multicultural identity and thriving local businesses and markets create a vibrant and exciting environment.
Its specialist shops, services and bustling street life will continue to support local businesses and its diverse cultures will continue to draw more residents and visitors.
New homes will respect the centre’s identity to ensure Springvale remains a welcoming place for the community.

What we understand about the place and how we’ve addressed it
Springvale is known for its lively and rich culture, where residents and visitors enjoy the local shops, restaurants and businesses with family and friends.
The Community Reference Group noted how important the diversity of shops and quality of small local businesses and restaurants are in preserving authentic culture.
As part of our work, we’ve applied:
- higher building heights along Springvale Road and in areas where there is good access to the main shops and train station and where local businesses can benefit from increased people living in the centre
- solar protection to key streets along Springvale Road and Buckingham Avenue, where the main shopping area is to protect the amenity of the places where people enjoy spending time
- primary active frontages in the main shopping area, including along Springvale Road and Buckingham Avenue, to encourage shopfronts and ensure a high level of activation remains
- the fringe typology and landscape setbacks around the edges of the centre to manage the transition to the surrounding residential areas.

Springvale core and catchment explained
The core is the central part of the train and tram zone activity centre, closest to public transport, jobs and services. This area is best suited to accommodate more homes.
The catchment is the surrounding area within approximately 10 minutes’ walk of the core (around 800 metres).
As you move away from the commercial and community core of the train and tram zone activity centre, we expect that the proposed building heights will gradually decrease. This will allow a transition between the activity centre and the surrounding suburb.
In Springvale, the catchment focuses on transport accessibility to Springvale Station.
The outer catchment has been reduced in the north-west and west in response to community feedback regarding walkability and access.
