We have released new advisory notes to support industry, proponents and stakeholders, as part of the Victorian Government’s commitment to speed up assessment processes while maintaining rigour. They help clarify and streamline the use of the EES and Environment Report assessment processes.

The notes have been prepared under Victoria’s Economic Growth Statement (EGS), aimed at reforming assessment processes under the Environment Effects Act 1978, to be faster, more efficient and focused.

This first group of advisory notes set clearer expectations for key stages and roles in the EES process, including;

  • a guide for pre-referral and referral stages
  • how to prepare risk-based, focused study programs and EES documentation
  • an explanation of the typical steps, work and collaboration required required throughout the EES process
  • guidance on how to complete the alternative shorter and more focused tier of assessment through an Environment Report

We welcome your feedback on the advisory notes and will continue to update them to be effective tools for stakeholders.

This work builds on the launch of the new digital EES system in 2025 that is also modernising EES processes and helping proponents and stakeholders to complete the process more efficiently.

We will continue to work closely with proponents, consultants and stakeholders to continue to refine the EES digital system as part of the EES reform initiative.
