Greenfield land
Residential greenfield land is former rural land in Melbourne’s growth areas that is being developed for housing, typically detached houses. Melbourne’s 7 growth areas are in the municipalities of Cardinia, Casey, Hume, Melton, Mitchell, Whittlesea and Wyndham.
The Urban Development Program (UDP) identifies land as it is transformed from paddocks (englobo land) to lots for homes (titled lots). Land identified as non-residential by Precinct Structure Plans, Growth Corridor Plans or overlays has been excluded from future residential supply.
As at January 2025, Melbourne’s greenfield land has the capacity to produce residential lots from land at different stages of development:
- 39,812 proposed greenfield lots - in the process of being subdivided.
- 165,671 lots from zoned englobo land - with a gazetted Precinct Structure Plan (PSP) and zoned for residential use.
- 128,536 lots from unzoned englobo land - requiring a PSP before subdivision and development.
In 2024, 18,543 greenfield lots were titled across the growth areas, less than the 22,727 lots titled in 2023 and the 19,485 in 2022.

Major residential redevelopment
Major redevelopments are residential development projects of 10 or more dwellings. They are normally identified through the planning process and tracked through to completion.
As opposed to greenfield development, these projects are within the existing urban area of Melbourne. In the past, the development sites may have been used for commercial, industrial, or residential purposes. Major redevelopments play a significant role in contributing to Melbourne’s overall housing supply.
As of January 2025, there were 158,533 dwellings in the major residential redevelopment project pipeline across Melbourne, similar to 2024.
These dwellings are at different stages of development:
- 25,371 under construction, with building works being carried out
- 59,171 firm - having a current planning approval or being marketed.
- 38,271 likely projects within the planning process or with a recently lapsed permit.
- 35,720 possible - identified future major redevelopment projects without detailed planning.
In 2024, 11,888 dwellings were constructed across Melbourne, fewer than the 14,869 constructed in 2023.

Industrial land
Industrial land plays a critical role in supporting employment, logistics, manufacturing, and service industries across metropolitan Melbourne.
As at January 2025 there were 19,295 hectares of occupied industrial land and 12,777 hectares of industrial land supply across Melbourne.
This supply is at different stages of development:
- 4,405 hectares zoned vacant – land zoned for industrial use but not yet developed
- 2,567 zoned non-industrial use – land zoned industrial but with a legacy non-industrial use eg. continuing agricultural use.
- 5,805 unzoned – requiring a PSP before subdivision and development.
