Activity Centres Pilot Program overview

In 2024, we began planning and consulting with the community on the first 10 activity centres to deliver 60,000 new homes close to public transport, jobs and services.

We consulted extensively on these activity centres and received nearly 10,000 responses from the local communities, councils and stakeholders across two stages of consultation.

After considerable planning and consultation, we have finalised the plans for Broadmeadows, Camberwell Junction, Chadstone, Epping, Frankston, Moorabbin, Niddrie (Keilor Road), North Essendon, Preston (High Street) and Ringwood.

Activity Centres Standing Advisory Committee (SAC)

After our community consultation on the draft activity centre plans in August 2024 for the Activity Centres Pilot Program, the Minister for Planning referred the key matters raised to the Activity Centres Standing Advisory Committee (SAC) for consideration. The SAC is an independent committee of experts in matters including planning, building, development, law and heritage.

The SAC made recommendations to the Minister for Planning that have informed the finalisation of the first 10 activity centre plans, and the new planning controls.

How we developed our plans

To develop plans for the Activity Centres Pilot Program, we used a tested methodology consistently across all activity centres, while ensuring planning controls responded to community feedback and local conditions.

Each activity centre core was divided into sub-precincts, or ‘precinct typologies’, based on the level of development they can accommodate and the types of buildings, homes and businesses already there. Controls were then applied for each precinct type, based on the size of the activity centre.

Once we had baseline planning controls, we then tested and adjusted them in consultation with councils, community and stakeholders to make them appropriate and specific to each centre.
