About

The Train and Tram Zone Activity Centre Program is focused on locating more homes close to train stations and tram lines that have the highest capacity now and into the future.

Plans for the Tooronga to Holmesglen centres have been finalised and approved by the Minister for Planning, which means the planning changes are now in place.

The activity centres have been chosen based on an analysis of transport capacity, market viability, access to jobs and services, and environmental considerations.

The Tooronga to Holmesglen activity centres have good access to public transport across rail, tram and bus. A connected network of bus routes services each of the activity centres and provides access to a range of destinations including Tooronga Village, Holmesglen TAFE and the wider south-eastern suburbs of Melbourne.

In addition to the trains to the city and bus services, the Tooronga to Glen Iris activity centres are also serviced by the tram lines along Burke Road, Malvern Road and High Street.

The vision for Tooronga to Holmesglen

Tooronga, Gardiner, Glen Iris, Darling, East Malvern and Holmesglen are distinct centres that each serve their local communities. They are linked by train and tram routes, leafy walkable streets and welcoming community spaces. Their heritage buildings and neighbourhood character will continue to be respected and complemented by new homes added to support liveability and choice.

The area’s heritage and neighbourhood character will be complemented by new housing that respects the existing character and make it an even better place to live.

Your feedback helped shape our planning

We heard from the Tooronga, Gardiner, Glen Iris, Darling, East Malvern and Holmesglen (Tooronga to Holmesglen) communities through two rounds of consultation and a Community Reference Group made up of local residents - your feedback has helped to shape our planning.

What we did

In response to feedback, we:

  • tailored building heights and planning controls along Malvern Road, Glenarm Road and High Street to respect existing heritage and neighbourhood character
  • aligned planning controls with council’s Neighbourhood Activity Centre Framework to ensure growth supports existing local planning priorities
  • retained all green spaces and applied sun protection to key special streets and parks, including Waverley Road and Waverley Oval.

Infrastructure investment

The quality of the places we live in affects all aspects of our lives – how we live and work, connect with others and get around.

There has already been significant investment in the Tooronga to Holmesglen area. We know that there will be greater demand for services and infrastructure like public transport and open spaces as more people move in, with improvements needed to support the growing population.

Our proposed infrastructure contributions plans intend to require developers to pay a standardised contribution of $11,350 for each new home, or equivalent charge for an office or similar building they deliver, which will be used to invest in improvements to infrastructure and facilities for the local community.
