The Train and Tram Zone Activity Centres Program is focused on locating more homes close to train stations and tram lines that have the highest capacity now and into the future.

Plans for the North Brighton to Sandringham centres have been finalised and approved by the Minister for Planning, which means the planning changes are now in place.

The North Brighton to Sandringham activity centres are located around the North Brighton, Middle Brighton, Hampton and Sandringham train stations.

These centres are well-serviced by public transport with train services connecting the centres to the rest of metropolitan Melbourne, including the city centre, Richmond, and South Yarra. A network of bus routes services each of the activity centres and provides access to a range of destinations including St Kilda, Cheltenham and Moorabbin. The North Brighton Activity Centre, for example, has a bus interchange accessed by four bus routes.

The vision for North Brighton to Sandringham

North Brighton, Middle Brighton, Hampton and Sandringham will continue to grow as welcoming, attractive places for a growing community.

With strong train connections and thriving shops and mixed-use areas, these centres will offer more well-designed housing options so more people can live locally in homes that suit their needs.

Planning for these centres will make the most of their connection to Port Phillip Bay, helping to create active and healthy coastal communities.

We heard from the North Brighton to Sandringham communities through two rounds of consultation and a Community Reference Group made up of local residents - your feedback helped to shape our planning.

What we did

In response to feedback, we:

  • adjusted heights from the draft maps in some areas of the Middle Brighton, Hampton and Sandringham cores, to protect sunlight and create better interfaces with nearby residential areas, as well as lower street wall heights along main streets
  • refined core and catchment boundaries to better reflect walkable distances from North Brighton Station and Hampton Station
  • shifted parcels from the inner catchment to outer catchment in Hampton to limit impacts on the coast
  • retained existing heritage protections in areas such as Bay Street, Church Street, Hampton Street, Station Street, Melrose Street and Bay Road
  • enhanced proposed protections for key parks, reserves and streets, including Beach Road, Trentham Reserve, Alexander Park, Ludstone Street and Hampton Street.

Infrastructure investment

The quality of the places we live in affects all aspects of our lives – how we live and work, connect with others and get around.

There has already been significant investment in the North Brighton to Sandringham area. We know that there will be greater demand for services and infrastructure like public transport and open spaces as more people move in, with improvements needed to support the growing population.

Our proposed infrastructure contributions plans intend to require developers to pay a standardised contribution of $11,350 for each new home, or equivalent charge for an office or similar building they deliver, which will be used to invest in improvements to infrastructure and facilities for the local community.
