The Train and Tram Zone Activity Centres Program is focused on locating more homes close to train stations and tram lines that have the highest capacity now and into the future.

Plans for the Middle Footscray (including Seddon) to Tottenham centres have been finalised and approved by the Minister for Planning, which means the planning changes are now in place.

The Middle Footscray to Tottenham activity centres are located around the Middle Footscray, West Footscray and Tottenham train stations.

These activity centres have been chosen based on an analysis of transport capacity, market viability, access to jobs and services, and environmental considerations. Middle Footscray to Tottenham has ready access to great public transport.

The Sunbury line is now free of level crossings, with upgraded power and signalling, and now operates through the Metro Tunnel. Passengers can travel on the new high capacity trains, which can accommodate up to 20 per cent more passengers, boosting capacity and accessibility across the network. Services through the tunnel provide direct access to the Parkville health and university precinct, and to new stations in the city centre.

A network of bus routes service each of the activity centres and provides access to a range of destinations including Highpoint, Laverton and Williamstown, and the wider western suburbs of Melbourne.

These centres are strategically located between the hubs at Highpoint to the north, Footscray to the east and Sunshine to the west.

The vision for Middle Footscray to Tottenham

The Middle Footscray (including Seddon), West Footscray and Tottenham (Braybrook – Central West) area will become a group of connected centres known for their mix of homes, their unique histories and industrial landmarks, and their close links to the city.

Sitting between Sunshine, Footscray and Highpoint, these areas will offer a strong alternative to living further out in the west, with good access to jobs, shops, services and public transport. Each centre will grow into a lively destination in its own right.

We heard from the Middle Footscray, West Footscray and Tottenham communities through two rounds of consultation and a Community Reference Group made up of local residents - your feedback helped to shape our planning.

What we did

In response to feedback, we:

  • adjusted heights from the draft maps, on the north side of Barkly Street and through much of Middle Footscray’s core to ensure the street has good natural light
  • adjusted boundaries in the West Footscray core, in recognition of the neighbouring residential area and sites with potential future development potential
  • reduced a large area of Tottenham’s catchment boundary due to distance from the train station
  • enhanced sun access protections for key streets and reserves including Victoria Street and Charles Street, Bristow Reserve and Shorten Reserve.

Infrastructure investment

The quality of the places we live in affects all aspects of our lives – how we live and work, connect with others and get around.

There has already been significant investment in the Middle Footscray to Tottenham area. Also, as part of the Melbourne Airport Rail Stage 1 project, a new and accessible Tottenham Station will be built.

We know that there will be greater demand for services and infrastructure like public transport and open spaces as more people move in, with improvements needed to support the growing population.

Our proposed infrastructure contributions plans will require developers to pay a standardised contribution of $11,350 for each new home, or equivalent charge for an office or similar building they deliver, which will be used to invest in improvements to infrastructure and facilities for the local community.
