The vision for Middle Footscray (including Seddon)
The following vision for Middle Footscray train and tram zone activity centre is built from the Statement of Advice prepared by a Community Reference Group (CRG) made up of local residents.
Middle Footscray (including Seddon) will grow in a balanced and welcoming way that protects its historic charm and smaller neighbourhood feel. The area will stay mostly residential, with local shops and services along Victoria Street and Charles Street supporting everyday needs.
It will continue to be a leafy, family-friendly place with a strong sense of community and thriving local businesses.
As a 35 year old homeowner and parent of two young kids, I want a Middle Footscray with more neighbours, more shops, more amenity and more public transport. That’s why I strongly support uplifting height limits and building more dense housing.
What we understand about place and how we’ve addressed it
Middle Footscray (including Seddon) is a highly regarded place for people to live and visit, with a unique streetscape character that the community enjoys. That is why we have generally applied typologies with a maximum building height of six storeys and a maximum street wall height of three storeys, to retain a consistent, modest streetscape and protect sun and daylight access.
The CRG noted how important mature trees and setbacks are for preserving pedestrian movement and neighbourly interaction. That is why we have assigned the highest sun access protections to the sections of Victoria Street and Charles Street with existing trees in the median.
The CRG also told us that pocket parks with greenery are a useful opportunity for improvement. That is why we have assigned the Maribyrnong City Council endorsed Austin Street Pop-up Park key pedestrian street protection, to ensure this public open space maintains the necessary natural light.
We heard that the community is generally supportive of higher density development immediately adjacent to the train station and more medium density in the wider activity centre core. For the community, this is seen as a balanced outcome for the area.

Middle Footscray (including Seddon) core and catchment explained
The core is the central part of the train and tram zone activity centre, closest to public transport, jobs and services. This area is best suited to accommodate more homes.
The catchment is the surrounding area within approximately 10 minutes’ walk of the core (around 800 metres).
As you move away from the commercial and community core of the train and tram zone activity centre, we expect that the building heights will gradually decrease. This will allow a transition between the activity centre and the surrounding suburb.
In Middle Footscray, the outer catchment, instead of inner catchment, is applied in response to its scale and size as a ‘neighbourhood activity centre’ in 'Plan for Victoria'.
What we are doing for your community
As part of our work, we've:
- identified some lots as fringe or limited sensitivities, based on their position and size to respond to local conditions. Most of Middle Footscray (including Seddon) is non-heritage main street core
- applied active frontages for new buildings on Victoria Street and Charles Street to ensure the strip remains vibrant
- applied boulevard protection for sections of existing canopy trees in the median of Victoria Street and Charles Street, to make sure these trees have continued access to the sun
- assigned key pedestrian street protection for the Austin Street Pop-up Park.
