How the planning scheme provisions apply to applications for residential development in Victoria.
Residential development in Victoria is controlled by residential development provisions which are included in clauses of the Victoria Planning Provisions and all planning schemes and building regulations.
The residential development provisions are applied through the planning permit or building permit systems. They apply to:
- the construction of new dwellings
- alterations and extensions to existing dwellings
- residential subdivisions
- apartment developments.

All new residential subdivisions and dwellings are required to meet environmental and sustainability performance measures.
