Background

Proponent: Hillview Quarries Pty Ltd (owned by R E Ross Trust)

Hillview Quarries was proposing to extend a granite quarry adjacent to the Arthurs Seat State Park in the Mornington Peninsula that ceased operation in 1998. The proposal was to expand the former pit within 121 Boundary Road into 115 Boundary Road, Dromana to support a quarry operation for approximately 70 years.

On Friday 10 December 2021, the R E Ross Trust released a statement about the project. The statement contains views that are attributed to the R E Ross Trust and have not been verified by DELWP.  R E Ross Trust is no longer proposing a fully operational quarry for the former Pioneer quarry site. Instead, R E Ross Trust is proposing to develop and implement a rehabilitation plan for the Pioneer Quarry informed by the EES process currently in progress.

The Department of Environment, Land, Water and Planning is awaiting further information from the proponent about the revised project, likely in mid to late 2022, so that it can determine implications for the EES process.

EES preparation

Consultation Plan

Hillview Quarries is currently finalising a consultation plan for the EES, outlining the opportunities and approaches for their community engagement during the preparation of the EES.

The department and TRG has advised Hillview quarries on the refinement of the plan.

Scoping requirements

The scoping requirements set out the matters to be investigated and documented in the EES.

Draft scoping requirements for this EES were on public exhibition between February and March 2019.

After considering public submissions on the draft scoping requirements, the Minister for Planning issued final scoping requirements in March 2019.

Minister's decision on referral

On 28 May 2018 the Minister for Planning determined that an Environment Effects Statement (EES) is required for the project due to the potential for significant effects:
