Description of proposal
It is sought to include a new condition (condition 72) which requires that a Section 173 agreement is to be entered between the owner and the responsible authority. This will state that temporary works must occur for vacant land within certain timeframes, while also outlining what constitutes temporary works. Additionally, it is sought to amend conditions 1, 4, 5, 8, 9, 10, 11, 12, 13, 14, 15, 28, 43, 45, 46, 48, 53, 54, 55, 56, 58, and 65 to allow for demolition and temporary works to occur, prior to endorsement of plans and prior to the submission of documentation required for the substantive development under these conditions.
