Background

Proponent: Mumblin Wind Farm Pty Ltd

The project will be located on a combined area of approximately 184 hectares in southwest Victoria, in Elingamite North, approximately 10 km south-west of Cobden and 37.5 km north-east of Warrnambool. The site consists of 23 privately owned land parcels, together with ten adjoining road reserves to be used for access and the reticulation and export of electricity.

The wind farm will consist of up to eight wind turbine generators with a minimum rotor swept height (RSH) of 64 m above ground level (AGL) and a maximum RSH of 252 m AGL, together with ancillary civil and electrical infrastructure required to construct and the operate the wind farm. In addition, the project will construct an on-site substation, underground and aboveground electrical cabling, and a permanent meteorological mast (140 m high) and associated anemometry equipment.

Process

On 19 February 2025, the project was determined to be a controlled action under section 75 of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), number 2024/10068.

Under the Bilateral agreement made under section 45 of the Environment Protection and Biodiversity Conservation Act 1999 (Cth) relating to environmental assessment (the Bilateral Agreement), the project will be assessed via the Victorian planning permit process as the state accredited assessment process (Item 2.1(f) of the Bilateral Agreement).

The proponent’s draft assessment documentation is being advertised for public comment with its ministerial permit application, for 28 days, commencing on 28 November  2025.
