Background
Proponent: Tilt Renewables (formely Dundonnell Wind Farm Pty Ltd a subsidiary of TrustPower)
Tilt Renewables (formely Dundonnell Wind Farm Pty Ltd a subsidiary of TrustPower) proposes to construct and operate a wind farm of up to 104 wind turbines and associated infrastructure, including a powerline corridor and site access road, in Dundonnell, south-west Victoria.
Minister's Assessment
In February 2016, the Minister for Planning released the Dundonnell Wind Farm Minister's Assessment (PDF, 967.5 KB) under the Environment Effects Act 1978, which concludes the Environment Effects Statement (EES) process for this project.
The Assessment was provided to statutory decision-makers to inform approval decisions on this project. This includes:
planning permits under the Planning and Environment Act 1987
the Commonwealth's approval under the Environment Protection and Biodiversity Conservation Act 1999 ,and
the Work Plan under the Mineral Resources (Sustainable Development) Act 1990.
Public review and Inquiry
Inquiry
A combined inquiry panel was appointed to consider the EES, public submissions, planning permit applications and inquire into the environmental effects of the proposal.
A directions hearing was held on 9 September 2015.
Public hearings were held from 6 to 20 October 2015.
The inquiry panel provided its report to the Minister on 11 January 2016.
Exhibition of EES
The Environment Effects Statement (EES) for the Dundonnell Wind Farm Project, together with the Planning Permit Applications, were released for public comment from 13 July to 21 August 2015.

EES preparation
Consultation plan
TrustPower prepared a consultation plan outlining the opportunities for community engagement during the preparation of the EES.
Scoping requirements
Scoping requirements set out the matters to be investigated and documented in the EES.
Draft scoping requirements were on public exhibition between 29 July and 16 August 2013. After considering public submissions on the draft scoping requirements, the Minister for Planning issued Final Scoping Requirements (DOCX, 380.7 KB) on 16 September 2013.
Minister's decision on referral
The Minister for Planning decided on 21 January 2013 that an EES under the Environment Effects Act 1978 is required for the proposed Dundonnell Wind Farm Project.
