Caravan parks are an important and valued part of the Victorian lifestyle, and Victoria’s economy. They provide permanent and temporary accommodation across the state.
Caravan parks in Victoria are regulated under Part 14 of the Residential Tenancies Act 1997 (the Act) and the Residential Tenancies (Caravan Parks and Movable Dwellings Registration and Standards) Regulations 2010 (the Regulations). The Act and the Regulations provide for the safety and amenity of people who use caravan parks.
The Minister for Planning is responsible for administering Part 14 of the Act and the Regulations.
The Regulations came into effect in 2010. They provide for the health and safety of caravan park users, and set standards for the construction of caravan park cabins. They do not cover the manufacture of caravans or campervans. These are road vehicles that are covered by separate standards.
The Regulations were developed following extensive review and consultation. They were updated to reflect community interests and modern industry practices, with feedback from community groups, local government, and industry representatives.

These publications will help you to understand the Regulations, and the fire safety requirements and construction standards that apply to caravan parks and movable dwellings in Victoria.

Victorian Caravan Parks Road Design Guiding Principles and checklist
In May 2014, the Coroner recommended that the Department of Transport, Planning and Local Infrastructure (now the Department of Environment, Land, Water and Planning) and the Victorian Caravan Parks Association Incorporated (VicParks) consult with road design experts to develop guidance on design principles for roads in caravan parks.
In consultation with VicParks, the department engaged the Australian Road Research Bureau to develop a report and checklist about road design and safety in caravan parks.
The Victorian Caravan Parks Road Design Guiding Principles and the associated Checklist Tool provide guidance to caravan park owners and operators on assessing safety aspects of roads within caravan parks. It is expected that they will be used during the planning of new caravan parks and the redevelopment of existing caravan parks. They will also assist operators of existing caravan parks to identify and remove potential hazards.
