Background
RES Australia Pty Ltd (the proponent) is proposing to construct a wind farm in the Gannawarra Local Government Area approximately 25 km west of the township of Kerang.
The project proposes to develop up to 174 wind turbine generators, with a tip height up to 281 m above ground level, providing up to 1,300 megawatts generation capacity.
The project wind farm area will include:
- up to three substations
- a battery energy storage system
- site access points and access tracks
- underground cabling.
The project also proposes:
- temporary infrastructure
- a meteorological mast
- up to two concrete batching plants
- site offices and compounds and laydown areas
- potential on-site quarry.
From the wind farm area, the project proposes an overhead transmission line that connects to the new terminal station proposed by the Victoria to New South Wales Interconnector West Project in Tragowel.
EES preparation
Scoping requirements
The scoping requirements set out the matters to be investigated and documented in the environment effects statement (EES).
Draft scoping requirements for this EES were prepared by DTP and placed on public exhibition from 27 August 2025 and 17 September 2025. Throughout this exhibition period, public submissions on the draft scoping requirements can be lodged on the Engage Victoria website.
After considering public submissions on the draft scoping requirements, the Minister for Planning will approve final scoping requirements for the EES.
Consultation plan
The proponent has prepared a consultation plan for the EES, outlining the opportunities and approaches for its community engagement during the preparation of the EES. The plan may be updated as required during the preparation of the EES. If the plan changes, the updated version will be posted on this page.

Technical Reference Group
The department has convened an inter-agency Technical Reference Group at the request of the Minister for Planning to advise the department and the proponent on scoping and adequacy of the EES studies and documentation, as well as co-ordination of the EES process with other statutory processes for the project.

Technical Reference Group representatives are supported by internal experts on specific aspects of the EES studies.
Minister's decision on referral
On 25 September 2024 the Minister for Planning required RES to prepare an environment effects statement (EES) under the Environment Effects Act 1978 to assess the potential environmental effects of the project.
