Background

Acciona Energia (the proponent) is proposing to construct a wind farm located within the Golden Plains Shire.

The project proposes to develop up to 53 wind turbine generators, with a hub height up to 169 m above ground level, providing up to 360 megawatts generation capacity.

The project wind farm area will include:

  • a substation
  • a battery energy storage system
  • site access points and access tracks
  • underground cabling.

The project also proposes:

  • access tracks and road upgrades
  • meteorological monitoring masts
  • one or more small on-site stone quarries (borrow pits)
  • operation and maintenance buildings, including a carpark and office facilities

The project proposes an overhead transmission line to connect the wind farm to a new electrical switchyard located to the east of Taylor Road, and a connection to the existing Moorabool to Elaine 220 kV transmission line.

EES preparation

Scoping requirements

The scoping requirements set out the matters to be investigated and documented in the environment effects statement (EES).

Draft scoping requirements for this EES have been prepared by DTP and will be on public exhibition from 24 April to 15 May 2026. These can be viewed on Engage Victoria.

Consultation plan

The proponent has prepared a consultation plan for the EES, outlining the opportunities and approaches for its community engagement during the preparation of the EES. The plan may be updated as required during the preparation of the EES. If the plan changes, the updated version will be posted on this page.

Technical Reference Group

The department has convened an inter-agency Technical Reference Group at the request of the Minister for Planning to advise the department and the proponent on scoping and adequacy of the EES studies and documentation, as well as co-ordination of the EES process with other statutory processes for the project.
