The stretch of the Yarra River through Lower Templestowe, Heidelberg and Bulleen is of special importance to Melburnians and its Wurundjeri Woi Wurrung Traditional Owners.
The Yarra River – Bulleen Precinct contains significant cultural places, including Heide Museum of Modern Art and the Bolin Bolin billabong, situated within broader remnant network of billabongs and riparian woodlands. The precinct features centuries-old River Red Gums once a common feature of the river throughout the city.
The Victorian Government is preparing a long-term strategic plan for the precinct, centred on the relationship between the arts, nature and Traditional Owner heritage.

Hearings of the Yarra River – Bulleen Precinct Advisory Committee have concluded. At hearings, the committee considered submissions on the draft Yarra River – Bulleen Precinct Land Use Framework Plan as well as a proposed planning scheme amendment in the precinct.

The Committee will make their recommendations to the Minister for Planning in April 2021, after which the draft Framework Plan will be updated and finalised.
Yarra River – Bulleen Precinct Land Use Framework Plan
To guide future land use and development outcomes for this important stretch of the Yarra River, the department has prepared a draft Land Use Framework Plan.
The plan aligns with the 50-year Community Vision for the whole of the Yarra River established as part of the Yarra Strategic Plan being led by Melbourne Water, while addressing land use planning and development considerations at a precinct scale.
In October 2018 the Minister for Planning appointed the Yarra River – Bulleen Precinct Advisory Committee to provide strategic and statutory planning advice on the future of the precinct, including the Yarra River – Bulleen Precinct Land Use Framework Plan and proponent-led planning scheme amendments.
A 2020 consultation draft of the Yarra River – Bulleen Precinct Land Use Framework Plan was exhibited for public comment by the Advisory Committee in August-September 2020. Following public hearings and recommendations to the Minister for Planning, the plan will be finalised in 2021.
Findings and recommendations of the Bulleen – Banyule Flats Cultural Values Study, undertaken by the Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation, will inform the Yarra River – Bulleen Precinct Land Use Framework Plan. This study begins the important task of documenting the tangible and intangible significance of the Yarra River and its lands to its Traditional Owners.
