A total of 48 of Victoria’s 79 local councils and their communities have been impacted by the October 2022 flooding event. Of these, 11 are located in metropolitan Melbourne and the remaining 35 are in regional Victoria (see list of affected councils in the Frequently Asked Questions below).

Flood-affected councils can seek additional assistance through the Regional Planning Hub program until June 2023.

The program is managed by the Regional Planning Partnerships team.

The additional support is available for:

  • statutory planning assistance
  • reimbursement of statutory planning fees (for initial planning permit applications as a direct result of the October 2022 flooding event)

The 48 flood-affected councils can submit a request through the Regional Planning Hub portal below.

For statutory planning assistance, priority will go to requests that meet all or most of the Eligibility criteria: Statutory planning assistance for flood-affected councils.

For the reimbursement of statutory planning fees, requests will have to include evidence (as outlined in the portal) for waived fees up to a maximum of $45,000 per council.

Eligibility criteria: Statutory planning assistance for flood-affected councils

Requests will be assessed and prioritised against the following two eligibility criteria:

Demonstrate a need for assistance with statutory planning due to the October 2022 flooding event.

Demonstrate that assistance will support economic development and recovery from the October 2022 flooding event.
