The vision for Windsor

The following vision for Windsor train and tram zone activity centre is built from the Statement of Advice prepared by a Community Reference Group (CRG) made up of local community members.

Windsor will maintain its cohesive character, defined by varied built form, valued Victorian-era heritage and a diverse mix of activities. Growth in Windsor will respect the existing fabric, where new developments will integrate old and new build forms to balance growth and enhance qualities most valued by the community.

The surrounds will continue to remain well connected to various green spaces and provide opportunities to support and maintain Windsor’s local charm.

What we understand about the place and how we’ve addressed it

Windsor has a distinctive character that balances the interaction of heritage built forms and diverse mix of activities that the community value.

The Community Reference Group noted how important the intact heritage shops and facades were across this centre.

The Community Reference Group also highlighted how important the protection of Chapel Street and High Street were for both residents and visitors who visited to work, shop or dine.

We heard that community are generally supportive of increased housing in areas adjacent to the Windsor Station and along Dandenong Road.

As part of our work, we have:

  • applied updated solar protection to the heritage areas along Chapel Street to protect and enhance street activity and pedestrian experience while enabling greater development flexibility and better design outcomes
  • applied 12 storeys to larger sites that can accommodate greater development and ensure balanced growth is maintained across Windsor
  • retained solar protection on High Street and Chapel Street, to ensure adequate sunlight access is maintained while enabling greater flexibility for development and better design outcomes.

Windsor core and catchment explained

The core is the central part of the train and tram zone activity centre, closest to public transport, jobs and services. This area is best suited to accommodate more homes.

The catchment is the surrounding area within approximately 10 minutes’ walk of the core (around 800 metres).

As you move away from the commercial and community core of the train and tram zone activity centre, we expect that the proposed building heights will gradually decrease. This will allow a transition between the activity centre and the surrounding suburb.

The built form outcomes and building heights for the activity centre core are set out on the following plan:

Solar controls will apply to the south of all east-west streets and other forms of open spaces as per the Activity Centre Zone. For more information on where all sun protection controls apply please see the Stonnington Planning Scheme.

The plan supports the right types of homes being built in the places they fit best.
