Project overview

The East West Link was a proposed cross-city road connection extending across Melbourne from the Eastern Freeway to the M80 Ring Road.

The Eastern Section of the East West Link is a six kilometre freeway (with a partial tunnel) connecting the Eastern Freeway with CityLink.

The Proponent is the Linking Melbourne Authority.

Purpose

The Minister for Planning appointed an Assessment Committee to assess the Comprehensive Impact Statement (CIS) for the East West Link (Eastern Section) Project, and to make recommendations to the Minister  on whether to grant any applicable approvals required for the project, and if so, to recommend appropriate conditions for approvals.

The Assessment Committee has considered and heard all properly made written submissions through a Public Hearing process, and has submitted its recommendations to the Minister for Planning.

Terms of Reference

The Minister for Planning issued Terms of Reference (DOC, 105.5 KB), under which the Assessment Committee assessed the CIS and the submissions made.

27 November 2013

The Assessment Committee invited the Linking Melbourne Authority (LMA) to provide an outline of the content of the CIS to the Assessment Committee. The Committee also invited representatives from the relevant Councils and Agencies to be present at the briefing and the following groups were represented:

  • City of Moonee Valley
  • City of Moreland
  • City of Yarra
  • CityLink
  • Department of Environment and Primary Industries
  • Department of Transport, Planning and Local   Infrastructure
  • Department of Health
  • Environment Protection Authority

The briefing was held on 27 November 2013 in the Hearing rooms at 1 Spring Street.

Site Visit

18 December 2013

The Assessment Committee and its specialist advisors, as well as 22 representatives from the above-mentioned Councils and Agencies, attended a site visit on 18 December 2013. Representatives from the Linking Melbourne Authority attended the inspections.

The Assessment Committee inspected a number of sites, some of which were suggested by the Council and Agency representatives.

The sites included:

  • Trenerry Crescent - Merri/Yarra River interface
  • Pedestrian ramp - Maugie Street
  • Clifton Hill Primary School
  • Potentially directly impacted local streets in   Collingwood and Clifton Hill
  • Elliot Avenue
  • Ross Straw Field/Manningham Street
  • Fenton Reserve/Hockey Lane
  • Holbrook Reserve/Moonee Ponds Creek
  • Brisbane Reserve /Ormond Park/Debneys Park
  • Racecourse Road, North Melbourne
  • Arden Street/Moonee Ponds Creek
  • Melbourne markets/ Freight terminal

Preliminary Hearing

14 January 2014

Key participants included the Assessment Committee, as described above, as well as specialist advisers Dr Sandy Bennet, Mr Doug Munro, and legal adviser Mr Chris Wren SC.
