Introduction
Introduction: This page will take you through the steps for creating and editing an Instruction List Form which is the functionality used to select the ordinance to be updated from a planning scheme. The Instruction List Form can be modified even after submitting to ATS Authoring and whilst the amendment is with the submitting planning authority.
Audience:
- Council Planning Authority or other submitting Planning Authority
- Council Administrator
- Department Planner
NOTE: This can only be done if you have filled out the Preliminary Information form and selected Only ordinances or Both at the 'Amendment Contains' field. See create an amendment for more details.
Steps
Create a list of proposed changes
1. Login to ATS Tracking
2. Use the Search Field in the ATS dashboard to find your amendment.
Note: Use the Planning Scheme suffix at the end of the amendment number.
3. From the Choose Action dropdown select Details
4. Click Instruction list Form
5. The Amendment Instruction list form will open.
Important things to consider:
- Depending on a user’s screen size, the Amendment Instruction List may not show all fields on the screen. If user sees a ‘+’ next to item in ‘#’ field, they need to click on ‘+’ to access the “Choose Actions” drop down.
- When working with an Instruction List, it is recommended to Submit to ATS Authoring for every group of ten or less Instruction Items. For example, if there will be 17 Instruction Items in my list, I will add the first 10 Instruction Items then Submit to ATS Authoring, return to the Instruction List, once it is unlocked, and add the remaining 7 Instruction Items and Submit to ATS Authoring again.
- The items added to an Instruction List are validated and if a conflict between Instruction Items are present, the Instruction List will not be able to be submitted to ATS Authoring until resolved.
- Below is an example of an Instruction List with validation errors where the user has Instruction Items to DELETE a Sub-Clause and Sub-Clause Sections (for the same Sub-Clause). Deleting a Sub-Clause automatically deletes the Sub-Clause Sections. To fix the Instruction List, the user will need to REMOVE the Instruction Items with ID 002 and 003:
Once the Amendment instruction list is open you can select from the steps below.
1. From the Amendment Instruction list form click Add instruction item.
2. Select Create from the Action drop down.
3. Select Planning scheme
4. In the Ordinance details section fill out the following:
- Ordinance type
- Ordinance level
- New ordinance name (must follow the format for naming the ordinance)
5. In the Location in planning scheme section fill out:
- Position - Note: Always select After unless you are placing something at the start of a planning scheme.
- Ordinance Location – select Existing ordinance or if there is the need to position it after another newly created ordinance from this amendment, select New from current amendment
This will open a Select Ordinance table.
6. Scroll down or use the search Field to find the location where you want to place the new Ordinance and click on it to highlight it.
7. Click Add to instruction list at the bottom of the page.
You will be taken back to the Instruction list form. From here you can add more instructions or send the list to ATS Authoring.
1. From the Amendment Instruction list form click Add instruction item.
2. Select Modify from the Action drop down
3 .Select the Planning scheme. (multiple can be selected)
Note: more options become available after selecting planning scheme
4. Select Ordinance type (optional)
Note: Table will only show the Ordinance type that you have selected. You can also use the search field to narrow down the search results even further
5. Select the Ordinance. Note: You can multi-select by clicking the ordinance name in the table.
6. Click Add to instruction list at the bottom of the page.
Prior to using this action item, it is good to understand what it will do:
- DELETE a Schedule, will automatically include all Schedule Sections to be deleted. Therefore, you do not need to list all Schedule Sections to be deleted.
- DELETE a Sub-Clause that is contained between Sub-Clause ranges of 20 and above, will automatically include all Sub-Clause Sections to be deleted. Therefore, you do not need to list all Sub-Clause Sections to be deleted.
- DELETE a Sub-Clause that is contained in the Sub-Clause range of 10’s will not delete the Sub-Clause sections that linked as part of that Sub-Clause. Therefore, you must list all Sub-Clause Sections that need to be deleted.
1. From the Amendment Instruction list form click Add instruction item.
2. Select Delete from the Action drop down
3. Select the Planning scheme. (multiple can be selected) Note: more options become available after selecting planning scheme
4. Select Ordinance type (optional)
5. Select the Ordinance.
Note: You can multi-select by clicking the ordinance name in the table. You can also use the Keyword field to narrow results.
6. Click Add to instruction list at the bottom of the page.
Note: A 'Move' will usually require a modify instruction because if you move an ordinance to another location other ordinances will be affected by the move and therefore will require their numbers to be modified.
1. From the Amendment Instruction list form click Add instruction item.
2. Select Move from the Action drop down
3. Select Planning scheme.
Note: the Ordinance table becomes available after selecting planning scheme
4. Select the Ordinance from the table by highlighting a row.
Under Location in planning scheme;
5. Select Position
6. Select Ordinance Location
Note: New from Current Amendment will display items from the list you have created. If it is a new ordinance that does not exist in the master LPP then use ‘new’.
7. Use the search tool if needed.
8. Select Add to instruction list.
1. From the Amendment Instruction list form click Add instruction item.
2. Select Reposition VPP from the Action drop down
3. Select Planning scheme.
Note: the Ordinance table becomes available after selecting planning scheme
4. Select the Ordinance from the table by highlighting a row
5. Select Position
6. Select Ordinance Location
Note: New from Current Amendment will select items from the list you have created.
7. Use the search tool if needed.
8. Select Add to instruction list.
Use this function to select a VPP ordinance to include in a planning scheme.
Note: some VPP provisions require the use of a schedule (See the Ministerial Directions).
Important: If you include a clause, sub-clauses will automatically be included as well.
1. From the Amendment Instruction list form click Add instruction item.
2. Select Include VPP from the Action drop down.
3. Select Planning scheme.
4. Select the Ordinance to include.
Note: If you select New from current Amendment it will draw from the Instruction list you have created.
5. Select the Ordinance from the table.
6. Select Position
7. Select Ordinance Location
Note: New from Current Amendment will select items from the list you have created.
8. Select Add to instruction list.
This option involves removing an existing VPP ordinance from a planning scheme.
Note:
- Existing schedules and schedule sections associated to a VPP sub-clause will automatically be excluded if a sub-clause is excluded.
- EXCLUDE VPP where the Clause is selected will only exclude the Clause and any child ordinance will become the children of the previous ordinance. Therefore you will need to also EXCLUDE or DELETE any child ordinance if required.
- EXCLUDE VPP where the Sub-Clause is selected will also exclude any child ordinance, therefore you do not need to list all Sub-Clause to be deleted.
1. From the Amendment Instruction list form click Add instruction item.
2. Select Exclude VPP from the Action drop down
3. Select Planning scheme.
4. Select the Ordinance type
5. Select the Ordinance/s from the table.
6. Click Add to instruction list at the bottom of the page.
1. 1. From the Instruction list, go to the item you want removed and from the Choose Action drop down, select Remove.
You will be taken to the Remove Instruction window.
2. Select the Yes checkbox
3. Click Submit
4. The item will have Removed in the first column and will only be processed if Submit to ATS Authoring is selected.
NOTE: This action cannot be reversed so it is crucial the correct item is selected.
1. From the Instruction list, go to the item you want to move and from the Choose Action dropdown select Change Location.
You will be taken to Create instruction list item page.
2. Select the new location from the table.
3. Click Add to instruction list at the bottom of the page.
Important: The items added to an Instruction List are validated and if a conflict between Instruction Items are present, the Instruction List will not be able to be submitted to ATS Authoring until resolved.
Below is an example of an Instruction List with validation errors where the user has Instruction Items to DELETE a Sub-Clause and Sub-Clause Sections (for the same Sub-Clause). Deleting a Sub-Clause automatically deletes the Sub-Clause Sections. To fix the Instruction List, the user will need to REMOVE the Instruction Items with ID 002 and 003:
Once the errors are fixed, the Instruction List can be submitted to ATS Authoring.
1. Select Submit to ATS Authoring from the Instruction list page.
The Instruction List will be locked and no further changes to the list can be made until the system has completed processing.
It is at this stage where a copy of the selected ordinance is captured from the master and/or templates inserted to create/update an amendment document in the system.
Once processing is complete;
2.The user will receive a system generated email and can select the URL to access the amendment document in ATS Authoring. Note: You may need to enter your ATS Authoring credentials to access the document.
3.A URL will appear on the ‘Amendment details’ page and the user can choose to access the amendment document by clicking on the URL. Note: You may need to enter your ATS Authoring credentials to access the document.
