This report is a summary of statistical information on planning permit activity in Victoria for the 2011-12 financial year.  The data is provided by the 79 local government authorities, the Minister for Planning and the Victorian Civil and Administration Tribunal.

It covers information for the state aggregated and consistently presented at four levels :

  • state
  • metropolitan Melbourne and rural/regional Victoria,
  • six sub-regions - three metropolitan and three rural/regional
  • the 82 individual planning schemes.

Mostly, a scheme covers a local government area, however there are separate schemes for the Alpine Resorts, Port of Melbourne and French and Sandstone Islands.

The information covered in this annual report includes:

  • the number of permit applications received, decided and reviewed at VCAT
  • the estimated cost of works involved in permits decided and the value of fees
  • the time to process permits and the number processed within sixty days
  • the number of permits that required further information requests, public notice, referral or involved submissions
  • the number of permits by category
  • changes in land use
  • comparison information with previous years and across schemes.

Overview of Planning Permit Activity in Victoria in 2011-12

For the 2011-12 year:

  • the number or permits received was 55,131, a decrease of 3.8% on 2010-11
  • the number of permits decided was 52,363, an increase of 2.4% on 2010-11
  • 96% (50,095) of applications decided were approved and 4% (2,268) were refused
  • applications approved involved an estimated $19.95 billion in cost of works
  • 63% of applications were decided within sixty days, compared to 62% in 2010-11
  • over 28% of permits issued were for new dwellings, providing for an estimated increase of 38,862 new dwellings
  • permits for subdivision involved an estimated 41,345 new lots
  • 20.4% of permits issued involved a change in land use. 69% of these involved change from vacant land, 60% involved change to residential use.
