Golden Beach Gas Project Inquiry
The Minister for Planning appointed an inquiry known as the Golden Beach Gas Project Inquiry (the Inquiry) to consider and advise on the Environment Effects Statement (EES), EPA Works Approval Application (WAA) and public submissions received on the proposed Golden Beach Gas Project.
The Inquiry was also appointed as a Panel to consider and advise the Minister for Energy, Environment and Climate Change on the pipeline licence application.
Terms of Reference
The work and scope of the Inquiry is guided by Terms of Reference that were issued by the Minister for Planning on 18 October 2020.

The Panel must act in accordance with the requirements of the Pipelines Act and any specification in its instrument of appointment.

Progress
Exhibition period and submissions
The EES for the Golden Beach Gas Project, together with EPA Works Approval Application and pipeline licence was publicly exhibited for a period of 30 business days, from Monday 26 October and 11.59pm on Monday 7 December 2020.
Online submissions were invited from Monday 26 October and 11.59pm on Monday 7 December 2020.
Directions Hearing
The Directions Hearing was conducted by video conference using Microsoft Teams at 10.00am on Thursday 17 December 2020.
At the Directions Hearing, the Inquiry:
- highlighted submissions received and identified what it saw as the key issues
- reviewed the findings from the site inspection
- discussed information requests from the Inquiry
- discussed the format and conduct of the submitter conference and
- answered any questions people may have about the submitter conference.
Submitter conference
A one-day submitter conference was conducted by video conference using Microsoft Teams on Monday 18 January 2021.
The submitter conference was a more informal round table forum to enable the issues raised in submissions to be explored by the Inquiry, together with the submitters who indicated they wanted to participate and the proponent.
Report
The Inquiry and Panel submitted its report on 2 March 2021 to the Minister for Planning and the Minister for Energy, Environment and Climate Change within 30 business days from the last date of the submitter conference, in accordance with the Terms of Reference and Instrument of Appointment.
