The Amendment Tracking System (ATS) enables planning authorities to draft, amend and publish planning scheme amendments. Planning authorities will be able to draft amendments in ATS once their planning scheme has been migrated to the ATS digital database.

Planning schemes are being migrated in groups via a monthly rollout of planning scheme amendments. During this period, there can be no gazette on an amendment to a scheme. Other amendment activities such as authorisation, exhibition and panels can continue.

After a planning scheme has been migrated, all amendments to planning provisions must be processed using ATS Authoring. DELWP will no longer be providing MS word versions of planning provisions.

Seventy-six of the 82 Victorian planning schemes have been migrated, with six planning schemes remaining. The roll out will completed by the end of July.

Housing planning schemes in ATS will allow planning schemes to be published in HTML. This new web format will be available in late 2019 and will significantly improve the usability of online planning schemes.
