Metropolitan planning is complex. With responsibilities for metropolitan planning and delivery shared across 3 levels of government, a key challenge for Plan Melbourne is to ensure it is properly implemented at a statewide, regional and local level.

5 year implementation plan

Plan Melbourne is the action pathway that will convert the vision for Melbourne into meaningful and sustainable changes to the planning processes we use to govern and manage growth whilst equally maintaining a viable and ever-changing community. That's why Plan Melbourne has a separate 5 year implementation plan.

A monitoring and reporting framework has been developed to track the progress of the implementation of Plan Melbourne. Plan Melbourne and the implementation plan will be formally reviewed every 5 years.

Plan Melbourne 2017-2050 was accompanied by an implementation plan detailing 112 proposed actions.

Governance and partnerships

The implementation of Plan Melbourne will be overseen by the Department of Transport and Planning and involve the participation of many implementing partners, including government departments, agencies and local councils. Metropolitan Partnerships and other groups will support the implementation of many of Plan Melbourne's actions, including the engagement with local communities about their priorities.

Monitoring and review

A monitoring and reporting framework has been developed to track the progress of the implementation of Plan Melbourne. Plan Melbourne and its Implementation Plan will be formally reviewed every five years.

Progress reports will be publicly available and published yearly.

Report on progress 2020

The Report on Progress 2020 is the third yearly progress report for the current  5 year Implementation plan (2017-2022). This report details the status of each of the 113 actions in the Implementation plan as they stood in 2020. Collectively, the actions are aimed at boosting connectivity, sustainability and liveability within Melbourne and ensuring our state can accommodate future population growth.

Thank you to all the implementation partners who participated in the update of the Report on progress in 2020. There has been significant progress made towards delivering the actions, with over half of all actions now completed.

Delivery of Plan Melbourne will play an important role in driving the state’s recovery from COVID-19 (coronavirus), giving certainty to the development industry and improving liveability through initiatives such as 20-minute neighbourhoods. We undertake this work to support Melbourne continuing to be a global city of opportunity and choice.
