The Minister for Planning has received a request from Development Victoria, part of the Department of Jobs, Precincts and Regions (DJPR), to prepare, adopt and approve Amendment C356melb to the Melbourne Planning Scheme, by exercising his powers under section 20(4) of the Planning and Environment Act 1987.

Before making a decision on the request, the Minister for Planning is undertaking consultation under section 20(5) of the Act.

The amendment seeks to facilitate Phase One of the Melbourne Arts Precinct Transformation (MAPT) project. The project area is identified within the Specific Controls Overlay map (refer to Documents) and generally includes land between Southbank Promenade / Hamer Hall, Southbank Boulevard, Kavanagh Street and St Kilda Road.

The amendment would introduce site-specific planning controls to enable the project to be delivered in accordance with a masterplan.


The MAPT will be delivered in several phases. The Victorian Government has committed $1.46 billion to the delivery of Phase One.

Phase One of the project includes:

  • The National Gallery of Victoria Contemporary, a new gallery dedicated to contemporary art and design
  • The closure of Sturt Street to vehicle traffic between City Road and Southbank Boulevard
  • New public realm above Sturt Street, comprising 18,000 square metres of public open space, including green space, outdoor art and performance space
  • The Reimagining Arts Centre Melbourne, including upgrades to the Arts Centre Melbourne Theatres building.
