Overview

The Minister for Planning is considering whether to prepare, adopt and approve Greater Shepparton Planning Scheme Amendment C231gshe under section 20(4) of the Planning and Environment Act 1987.

What the draft amendment does

The amendment seeks to apply a Specific Controls Overlay to 0.4 hectares the land at Lot 6/ 104-120 Graham Street, Shepparton and to introduce an incorporated document into the Greater Shepparton planning scheme titled ‘Lot 6/ 104-120 Graham Street, Shepparton, June 2021'.

Specifically, the amendment seeks to facilitate the use and development of land for Community care dwellings and associated works, by:

  • Amending the Schedule to Clause 45.12 Specific Controls Overlay (SCO) to apply SCO4 and the Incorporated Document ‘Lot 6/ 104-120 Graham Street, Shepparton, June 2021’.
  • Amending the Schedule to Clause 72.04 ‘Documents incorporated in this planning scheme’ to insert the Incorporated Document ‘Lot 6/ 104-120 Graham Street, Shepparton, June 2021’.
  • Amending Planning Scheme Map No. 18SCO to apply SCO4 to the subject land.

Consultation

Before making a decision about whether to proceed with the amendment, the Minister for Planning is undertaking consultation under section 20(5) of the Planning and Environment Act 1987 to understand the views of affected parties.

Following the consultation period, the Minister may decide to refer this matter to the Priority Projects Standing Advisory Committee for further advice before making a decision about whether to prepare, adopt and approve the proposed planning scheme amendment. If you make a submission, you will be informed if the matter is referred to the Priority Projects Standing Advisory Committee.

Background

The Minister for Planning has received a request from the BeyondHousing to facilitate the proposal through the newly established Development Facilitation Program.

The Development Facilitation Program was established by the Minister following the success of the Building Victoria’s Recovery Taskforce Priority Project Fast-Track pilot program, to help keep the state’s building and development industry running through the coronavirus (COVID-19) pandemic. The program invites the development and construction industry to submit applications for fast tracking planning approvals of building and construction projects of state and regional significance across Victoria that deliver investment into the Victorian community, keep people in jobs and to provide substantial public benefit.

The Minister is considering preparing an amendment to the Greater Shepparton Planning Scheme under section 20(4) of the Planning and Environment Act 1987 to apply a Specific Controls Overlay to 0.4 hectares of the land at Lot 6/ 104-120 Graham Street, Shepparton and to  introduce an incorporated document into the planning scheme titled ‘Lot 6/ 104-120 Graham Street, Shepparton, June 2021, to facilitate the use and development of land for Community care accommodation and associated works.
