Overview
Draft Amendment C211 to the Darebin Planning Scheme and draft Planning Permit PA2201860 are a proposed combined amendment and permit process under Part 4, Division 5 of the Planning and Environment Act 1987 (the Act).
The draft amendment and draft permit apply to land at 30 St Georges Road, 32-36 Oakover Road and 47, 49 Showers Street, Preston.
Draft Amendment C211 proposes to rezone land at 47 and 49 Showers Street from Residential Growth Zone to Mixed Used Zone and to make the Minister for Planning the Responsible Authority for administering planning permit PA2201860.Draft Planning Permit PA2201860 which proposes the and development of the land for a mixed-use development across four buildings comprising of 480 Dwellings, Supermarket, Retail Space, Office Space, Food and Drink premises, alteration to access to a road in Transport Zone 2 and reduction to the onsite car parking requirement.
The Minister for Planning is considering whether to prepare, adopt and approve draft Amendment C211 and to grant draft Planning Permit PA2201860. To inform the Minister’s decision, consultation is being undertaken under section 20(5) of the Planning and Environment Act 1987 about the draft amendment and draft planning permit.
What the draft Amendment does
The draft amendment proposes to make the Minister for Planning the Responsible Authority for Planning Permit PA2201860 for the proposal and any matter required by Planning Permit PA2201860 to be endorsed, approved and carried out to the satisfaction of the Responsible Authority.
The draft amendment proposes to make the following changes to the Darebin Planning Scheme:
- Rezone land at 47 and 49 Showers Street from Residential Growth Zone to Mixed Use Zone.
- Amend the Schedule to Clause 72.01 of the Darebin Planning Scheme to make the Minister for Planning the responsible authority for:
- Matters under Divisions 1, 1A, 2, 3, and 5 of Part 4 and Division 2 of Part 9 of the Planning and Environment Act 1987 and matters required by a permit or the scheme to be endorsed, approved or done to the satisfaction of the Responsible Authority, in relation to land at 30 St Georges Road, 32-36 Oakover Road and 47, 49 Showers Street, Preston.
What the permit seeks
The draft Planning Permit PA2201860 seeks approval for use and development of the land for a mixed-use development across four buildings comprising of 480 Dwellings, Supermarket, Retail Space, Office Space, Food and Drink premises, alteration to access to a road in Transport Zone 2 and reduction to the onsite car parking requirement at 30 St Georges Road, 32-36 Oakover Road and 47, 49 Showers Street, Preston.
Specifically, the draft planning permit seeks approval for:
- Buildings and works to construct four mixed-use buildings to a maximum building height of 15 storeys (47.8 metres)
- Overall, the development comprises of:
- 480 Dwellings consisting of Studio, one, two and three bedroom apartments. A minimum provision of 20% social housing is proposed.
- 1,621 sqm associated with the use of the land for Office space
- 157 sqm associated with the use of the land for Retail
- 292 sqm associated with the use of the land for Food and Drink Premises
- 1,068 sqm associated with the use of the land for a Supermarket.
- A public open space area of 2,875 sqm
- Car parking is proposed across two basement levels and consists of 288 spaces allocated to dwellings, 48 spaces to the Supermarket, 28 spaces to the Office/Retail/Community tenancies and 4 car share spaces
- 730 bicycle spaces within three dedicated enclosures are proposed.
Consultation
Before making a decision about whether to prepare and approve the draft amendment and draft planning permit, the Minister for Planning is undertaking consultation under section 20(5) of the Planning and Environment Act 1987 to understand the views of affected parties of both the draft amendment and permit.
Following the consultation period, the Minister may decide to refer this matter to the Priority Projects Standing Advisory Committee for further advice before making a decision about whether to prepare, adopt and approve the draft amendment and permit.

Background
The Minister for Planning has received a request from Planning and Property Partners (on behalf of Assemble Communities) for accelerated assessment via the Development Facilitation Program.
The Victorian Government has identified Victoria’s building and construction sector as a key mechanism to revitalise Victoria’s economy during the coronavirus (COVID-19) pandemic.
The Development Facilitation Program was established by the Minister following the success of the Building Victoria’s Recovery Taskforce Priority Project Fast-Track pilot program to speed up the assessment and determination of identified priority projects that deliver investment into the Victorian economy, keep people in jobs, and provide a substantial public benefit.
