Overview

The Minister for Planning is considering whether to prepare, adopt and approve Golden Plains Planning Scheme Amendment C103gpla and grant planning permit PA2302111. To inform the Minister’s decision, consultation is being undertaken under section 20(5) of the Planning and Environment Act 1987 about the draft amendment and the draft planning permit.

What the draft amendment does

The Amendment proposes to rezone a portion of land at Dardel Road, Bannockburn from Public Park and Recreation Zone to Neighbourhood Residential Zone. The amendment also proposed to insert Schedule 17 to the Development Plan Overlay.

The rezoning is supported by the Bannockburn Growth Plan (Bannockburn Growth Plan 2021); the Bannockburn Urban Design Framework (2011); the Golden Plains Strategic Framework Plan; the G21 Regional Growth Plan (2013) and the Bannockburn Town Centre Investment Strategy, (2008).

Specifically, the Amendment proposes to make the following changes to the Golden Plains Planning Scheme:

  • Insert new Planning Scheme Map No. 29 to show the subject land as Neighbourhood Residential Zone – Schedule 1.
  • Amending Planning Scheme Map No. 29DPO.
  • Insert new Schedule 17 to the Development Plan Overlay

What the permit seeks

The draft planning permit PA2302111 seeks approval for the subdivision of land at Dardel Drive, Bannockburn into 55 allotments which align with the part of the land rezoned Neighbourhood Residential Zone.

Specifically, the permit application seeks approval for:

  • Subdivision of the subject land into 55 allotments for residential purposes.
  • The proposed subdivision will also create a balance area of approximately 9.7 hectares that will be retained as part of the Bannockburn Recreation Reserve.

Permit conditions are proposed to ensure relevant servicing is provided to Dardel Drive, to the satisfaction of relevant agencies.

The subdivision creates a super lot which is intended for medium density development. The application also seeks approval under Clause 52.02 Easements, Restrictions and Reserves to remove the reserve status over the subject land.

The rezoning and permit are proposed following the identification of this section of the public reserve as surplus to the council’s open space requirements. The open space and recreational needs of the local community will be provided for following the completion of this amendment and permit process.

Consultation

Before making a decision about whether to proceed with the proposed draft amendment and draft planning permit, the Minister for Planning is undertaking consultation under section 20(5) of the Planning and Environment Act 1987 to understand the views of affected parties.

Following the consultation period, the Minister may decide to refer this matter to the Priority Projects Standing Advisory Committee for further advice before making a decision about whether to prepare, adopt and approve the draft amendment and draft planning permit. If you make a submission, you will be informed if the matter is referred to the Priority Projects Standing Advisory Committee.

Background

The Minister for Planning has received a request from Golden Plains Shire Council to facilitate the proposal through the Development Facilitation Program. The Victorian Government has identified Victoria’s building and construction sector as a key mechanism to revitalise Victoria’s economy during and after the coronavirus (COVID-19) pandemic. The Development Facilitation Program was established by the Minister following the success of the Building Victoria’s Recovery Taskforce Priority Project Fast-Track pilot program to speed up the assessment and determination of identified priority projects that deliver investment into the Victorian economy, keep people in jobs, and supply a substantial public benefit.
