Overview
Draft Amendment C60 proposes to rezone a portion of the land from Farming Zone to Neighbourhood Residential Zone and introduce Schedule 6 to the Design and Development Overlay. Draft planning permit PA2302075, proposes to subdivide the land at 86 Princetown Road, Simpson into two sperate allotments.
What the draft amendment does
The Amendment proposes to rezone a portion of land at 86 Princetown Road, Simpson from Farming Zone to Neighbourhood Residential Zone and introduces Schedule 6 to the Design and Development Overlay. The rezoning of the land will provide opportunities for residential growth .
The rezoning is supported by the Positioning Simpson and Timboon Plan (incorporating Simpson Structure Plan) 2020; the Key and Essential Worker Housing Action Plan (2020); the Corangamite Rural Living Strategy, 2019; and Simpson and Timboon Economic and Tourism Analysis, 2019.
The Amendment also applies Schedule 6 to the Design and Development Overlay to the part of the land rezoned Neighbourhood Residential Zone to provide bushfire management and subdivision design requirements.
Specifically, the Amendment proposes to make the following changes to the Corangamite Planning Scheme:
- Insert new Planning Scheme Map No. 30NZ Neighbourhood Residential Zone Schedule 1.
- Insert new Planning Scheme Map No. 30DDO Design and Development Overlay Schedule 1.
- Amend the Schedule to Clause 72.03.
What the permit seeks
The draft planning permit PA2302075 seeks approval for the subdivision of land at 86 Princetown Road, Simpson into two allotments which align with the part of the land rezoned Neighbourhood Residential Zone.
Specifically, the permit application seeks approval for:
- Subdivision of the subject land into two allotments comprising of 12.20 hectares (Lot 1) in the proposed Neighbourhood Residential Zone and 15.55 hectares (Lot 2) to be retained in the Farming Zone.
The subdivision is intended to ensure land is not located within two zones. The alignment of the subdivision follows an existing drainage line.
Permit conditions are proposed to ensure relevant servicing and connection to the Princetown Road, to the satisfaction of relevant agencies.
The subdivision creates a super lot prior to a future application for residential subdivision of the rezoned Neighbourhood Residential portion of the land.
Consultation
Before making a decision about whether to proceed with the proposed draft amendment and draft planning permit, the Minister for Planning is undertaking consultation under section 20(5) of the Planning and Environment Act 1987 to understand the views of affectedparties.
Following the consultation period, the Minister may decide to refer this matter to the Priority Projects Standing Advisory Committee for further advice before making a decision about whether to prepare, adopt and approve the draft amendment and draft planning permit.

Background
The Minister for Planning has received a request from Corangamite Shire Council to facilitate the proposal through the Development Facilitation Program.The Victorian Government has identified Victoria’s building and construction sector as a key mechanism to revitalise Victoria’s economy during and after the coronavirus (COVID-19) pandemic.
The Development Facilitation Program was established by the Minister following the success of the Building Victoria’s Recovery Taskforce Priority Project Fast-Track pilot program to speed up the assessment and determination of identified priority projects that deliver investment into the Victorian economy, keep people in jobs, and supply a substantial public benefit.
