Guidelines for preparing planning scheme amendment documentation

These guidelines provide assistance about the format for preparing an authorisation request, how to prepare and draft amendment documentation, and how to submit amendments to the Minister for Planning for exhibition and approval under the Planning and Environment Act 1987.

Amendment templates

A planning authority should lodge the exhibition documents with the Department no less than 10 days before it first gives public notice.

The planning authority is also responsible for arranging the publication of the notice of the preparation in the Government Gazette.

Combined amendment and planning permit

Additional documentation is required for a combined amendment and planning permit under s96c of the Planning and Environment Act.

Complete and attach an amendment application form along with the final adopted amendment documents and prescribed information to: planning.amendments@delwp.vic.gov.au.

These documents apply to  requests to the Minister to prepare, adopt and approve an amendment under section 20A of the Planning and Environment Act.

In some circumstances an exemption can be sought from the requirements of Ministerial Direction No. 15.

Local provisions templates

These blank templates of the local provisions should be used when introducing a new schedule to a planning scheme.

Current local provisions in Microsoft Word

The local provisions for all planning schemes, in Microsoft Word format should be used as the basis to amend existing local provisions of a planning scheme.

When amending an existing clause(s)/schedule(s) ensure that 'Track changes' are turned on in Microsoft Word. Instructions on how to set up 'Track changes' are available in the guidelines.

In the first text box for each provision the date should remain in the text box to identify the version of the document amended and the word 'Proposed' should be added in front of the C number.
