VicRoads proposed to upgrade the Palmers Road Corridor to a six-lane divided road, with:
- off-road shared bicycle and pedestrian facilities on both sides of the road
- removal of two existing railway crossings
- construction of two bridges over Kororoit Creek
- a raised interchange at the Calder Freeway.
The Environmental Effects Statement (EES) for the proposal, together with Amendment C157 to the Brimbank Planning Scheme and Amendment C143 to the Melton Planning Scheme were released for public comment.
The Minister for Planning determined on 13 November 2009 that an EES is required for the project under the Environment Effects Act 1978.
Planning scheme amendments
The amendments will enable VicRoads to acquire private land and exempt the project from needing a planning permit.
Joint inquiry and panel
The Minister for Planning appointed a joint inquiry and panel to consider the exhibited documents and public submissions in accordance with the terms of reference (PDF, 1.7 MB).
The joint Inquiry and Panel comprised:

Public exhibition and submissions
The EES was on public exhibition between 30 July and 31 August 2015.
The period for lodging submissions closed on Monday 31 August.
The hearings were held in the offices of Planning Panels Victoria at 1 Spring Street, Melbourne, between Tuesday 20 October and Thursday 29 October, 2015.
The Inquiry Report
The Inquiry Report (PDF, 685.8 KB) was submitted on 23 December 2015.
The Minister’s Assessment
The Minister for Planning released his assessment of the project (PDF, 548.3 KB) in March 2016.
