The Minister for Planning appointed an Advisory Committee to review matters related to the proposed Moonee Valley Racecourse Master Plan, associated draft Planning Scheme Amendment documentation (including heritage controls proposed by Council), and submissions lodged about these documents.

Moonee Valley Racing Club’s master plan for the redevelopment of the racecourse was placed on informal public consultation in June 2011.

Following the preparation of a Heritage Assessment for the site the Moonee Valley City Council proposed the introduction of permanent heritage controls for structures and buildings on the Moonee Valley Racecourse site.

Draft amendments to allow for the redevelopment of the site and the introduction of the heritage controls were also prepared.

The Committee submitted its Stage 4 Report to the Minister for Planning on 13 December 2013.

The report is available on Amendments online under Amendments C120 and C124 to the Moonee Valley Planning Scheme, which were gazetted on 25 September 2014.
