A ministerial advisory committee was appointed to advise on whether a permit should be issued for the proposed John Fawkner hospital expansion and if so, the conditions which should apply.
On 12 January 2015, the Acting Minister for Planning called in Victorian Civil and Administrative Tribunal (VCAT) proceeding P1662/2014 under Clause 58 of Schedule 1 to the Victorian Civil and Administrative Tribunal Act 1998. The VCAT proceeding was reviewing a planning permit application for extensions to the John Fawkner Private Hospital in Coburg.
The Acting Minister for Planning's letter to the tribunal stated that the determination of the proceeding may have a substantial effect on the achievement of development of planning objectives in relation to the integration of health facilities with local communities that consider residential amenity.
The Acting Minister for Planning requested the appointment of an advisory committee to hear and consider submissions from the parties prior to the determination of the matter by the Governor in Council.

A Directions Hearing to deal with procedural matters was held on 31 March 2015.
The Advisory Committee Hearings were held between 5 May and 10 July 2015.
The report of the advisory committee (PDF, 972.0 KB) was submitted on 28 August 2015.
The Governor-in-Council has now made a decision, and has directed the Moreland City Council to issue a planning permit.
