In October 2010, following the consideration of the Panel Report for the proposed Stockyard Hill Wind Farm (PDF, 3.8 MB), the then Minister for Planning issued Planning Permit PL-SP/05/0548 for the use and development of a wind energy facility. On the same date the Minister for Planning issued Planning Permit Nos. 2009/104 and 2009/105, for the removal of native vegetation associated with transmission lines and a terminal station.
In October 2016, public notice of an application by Origin Energy to the Minister for Planning to amend Permit Application PL-SP/05/0548 for the wind energy facility was given. Second round of notice for amendments to applications PA1600126 (and PA1600101 (removal of native vegetation and road access for powerline) in November 2016. At the time of referral to the Panel, 45 submissions were received in response to that public notice.
On 23 November 2016 the Minister appointed a Panel (to replace the Panel appointed on 29 September 2016), to consider the application to amend the Permit and the submissions received to it.
The role of the panel was to review the permit issued for the use and development of a wind energy facility and removal of native vegetation. The panel also reviewed the amended application.
The Minister appointed a Panel which consisted of:
- Lester Townsend (Chair)
- Rod Gowans
- Adrian Vlok.
A Directions Hearing was held on 9 November 2016.
The hearings were held on 6-10, 13-17 and 20 February 2017.
The Panel has submitted its report to the Minister for Planning.
The Minister for Planning has issued the following planning permits:
- Amended Permit No PA-SP-0500548-A for the Wind Farm (PDF, 5.6 MB)
- Permit No PA-2499-16 for the quarry associated with the Wind Farm (PDF, 947.5 KB)
- Permit No PA-1600126 for that part of the transmission line within the Corangamite Shire (PDF, 795.0 KB)
- Permit No PA-1600101 for that part of the transmission line within the Pyrenees Shire (PDF, 720.9 KB)
