Our role
The role of this Committee was to consider the process by which new residential zones were implemented and review the current application of zones that allow for residential development in the context of managing Melbourne and Victoria's residential growth in a sustainable manner and improving housing affordability.
- The Committee was asked to advise on the level of evidence and justification needed when preparing relevant planning scheme amendments and recommend improvements to the residential zones.
- The Committee enables councils, the community and industry with an opportunity to be heard.
It was not the role of the Committee however to consider requests to rezone specific sites.

Stage 1 - Consultation | The Managing Residential Development Taskforce prepared a series of Residential Zones State of Play reports for each of the Plan Melbourne metropolitan subregions, one combined report for the four regional cities of Bendigo, Ballarat, Geelong and Latrobe and an Overarching Report. A list of suggested improvements to the Residential Zones was also compiled by the Taskforce. The Reports and List of Suggested Improvements were prepared by the Taskforce to assist the community, councils, the development industry and ultimately the Advisory Committee to review the implementation of the residential zones. Stage 2 - Public Hearing | Directions Hearing A Directions Hearing was held on 1 April 2016 at Planning Panels Victoria, Melbourne. Public Hearing Public Hearings were held over a total of 17 days between Monday 18 April and Thursday 19 May 2016. |
Stage 3 – Issues and Options | The Advisory Committee submitted their issues and options report to the Minister for Planning in July 2016. |
