Background

The Yarra Activity Centres Standing Advisory Committee (the Committee) was appointed on 9 August 2021 to advise the Minister for Planning (the Minister) and Yarra City Council (Council) on referred planning matters and associated draft Yarra Planning Scheme provisions for activity centres and other areas of urban change.

Terms of Reference

The Minister for Planning issued the Committee with Terms of Reference on 10 June 2021 to guide its work.

Process

Stage 1 – Notice and submissions

Yarra City Council will prepare a draft planning scheme amendment at the direction of the Minister for Planning. Yarra City Council will then give public notice and collect submissions on the draft amendment. The public notice documentation will include dates for:

  • A Directions Hearing
  • The Public Hearing

Stage 2 – Referral

Once exhibition of the draft amendment has concluded and submissions have been received, Council will prepare a response to submissions and request the Minister refer the draft amendment, submissions received, and its response to submissions to the Committee.

If the Minister resolves to refer the matter to the Committee, a letter will be issued seeking its advice. The letter of referral will be a public document and will be published on this webpage.

Stage 3 – Hearings and consideration of planning scheme amendments

Following referral from the Minister, including receipt of submissions and Council’s response to submissions, the Committee may undertake any of the following:

  • a Directions Hearing
  • a public Hearing and provide an opportunity for submitters to be heard
  • forums, meetings, or workshops with one or more submitters or any other party
  • a review of submissions based ‘on the papers’.

The Committee will conduct a public Hearing to provide an opportunity for submitters to be heard if it is requested by any submitter.

Stage 4 – Report

The Committee will prepare a report for the Minister for all matters referred to it within 40 business days from the final day of any proceeding, tabling of submissions or consultation process.

Learn about referred planning matters and associated draft Yarra Planning Scheme provisions for activity centres and other areas of urban change in the City of Yarra

As directed by the Minister for Planning, Yarra City Council will prepare and give notice of a draft planning scheme amendment and receive submissions. The Yarra City Council will consider all submissions and where possible seek to resolve issues with submitters prior to requesting matters be referred to the Committee.
