Overview

Background

The Victorian government has identified Victoria’s building and construction sector as a key mechanism to revitalise Victoria’s economy during the coronavirus (COVID-19) pandemic.

The Minister for Planning and the Treasurer established the Building Victoria’s Recovery Taskforce (BVRT) to investigate planning and investment opportunities to boost Victoria’s building and development industry over the short, medium and long term. The BVRT completed its work in October 2020 and the Minister for Planning has since established a twelve month Development Facilitation Program.

The government has committed to a fast-track assessment process for priority projects that will provide immediate benefits to Victoria’s economy, keeping Victorians in work and priority infrastructure on track for completion.

The purpose of the Priority Projects Standing Advisory Committee  is to provide timely advice to the Minister for Planning on projects referred by the BVRT, projects affected by Covid-19 and or where the Minister for Planning has agreed to, or is considering, intervention to determine if these projects will deliver acceptable planning outcomes.

Referral 21: Assemble Brunswick at 2-6 Ballarat Street and 14-18 Ovens Street, Brunswick

On 5 September 2021 the Minister for Planning referred the above matter to the Priority Projects Standing Advisory Committee. The proposed draft Amendment C216more to the Moreland Planning Scheme proposes demolition and use and development of the land for the construction of an eight-storey building (with basement) comprising dwellings and office, a reduction in car parking requirements and associated works at 2-6 Ballarat Street and 14-18 Ovens Street, Brunswick. The Minister is considering this matter as a combined permit and amendment process under Part 4, Division 5 the Planning and Environment Act 1987 (the Act).

Referral 20: Assemble Kensington at 86-96 Stubbs Street, Kensington

On 27 August 2021 the Minister for Planning referred the above matter to the Priority Projects Standing Advisory Committee. The proposal refers to the proposed use and development of land for an eight-storey building comprising dwellings, office, food and drink premises, and a reduction in car parking requirements at 86-96 Stubbs Street, Kensington. The Minister is considering this matter as a combined permit and amendment process under Part 4, Division 5 the Planning and Environment Act 1987 (the Act).

Referral 19: Call in of VCAT proceeding P855/2021 at 210-216 Burgundy Street and 81-83 Darebin Street, Heidelberg

On 27 August 2021 the Minister for Planning called in VCAT proceeding P855/2021 and referred it to the Priority Projects Standing Advisory Committee. The proposal relates to the proposed use and development of land for the expansion of an existing hospital, construction of a medical centre, vegetation removal and a reduction in the required motorcycle parking and removal of an easement at 210-216 Burgundy Street and 81-83 Darebin Street, Heidelberg.

Referral 18: Draft Planning Scheme Amendment C313 to the Stonnington Planning Scheme at 196 – 206 High Street, Windsor

The Minister for Planning referred the above matter to the Priority Projects Standing Advisory Committee (the Committee) by letter on 15 August 2021. The draft amendment C313 to the Stonnington Planning Scheme proposes the use and development of land for a six-storey building with two basement levels comprising retail, office floorspace, a reduction in car parking and alteration of an access to a Road Zone Category 1. The Minister is considering this matter as a combined permit and amendment process under Part 4, Division 5 the Planning and Environment Act 1987 (the Act).

Referral 17: Draft Amendment C163 to the East Gippsland Planning Scheme at 598-610 Main Street, Bairnsdale

On 15 August 2021 the Minister for Planning referred draft planning scheme amendment C136egip to the Priority Projects Standing Advisory Committee. The proposal seeks to use and develop land for a Kmart Department store at 598-610 Main Street in Bairnsdale. The Minister is seeking specific advice and recommendations about:

  • the appropriate drafting of draft Amendment C163egip if approval is recommended
  • the appropriateness of proposed restrictions on the use of and access arrangements to the balance of land at the rear of the proposed development, and
  • the reasonableness of developer contributions being sought by some submitters.

On 25 June 2021 the Minister for Planning called in VCAT proceeding P779/2021 relating to a proposed development for a 9-storey at 215-219 Albion Street in Brunswick and referred it to the Priority Projects Standing Advisory Committee.

Referral 15: Call in of VCAT proceeding P488/202 - Aikenhead Centre for Medical Discovery

On 6 June 2021 the Minister for Planning called in VCAT proceeding P488/2021 relating to the proposed demolition of the Aikenhead Building and partial demolition of the Daly Wing and Brennan Hall Buildings at the St Vincent’s Hospital complex and development of land for an 11-storey building known as the Aikenhead Centre for Medical Discovery (ACMD) and referred it to the Priority Projects Standing Advisory Committee.

Referral 14: 11 Malmsbury Street, Kew

On 6 April 2021 the Minister for Planning called in proceeding P1792/2020 from the Victorian Civil and Administrative Tribunal (VCAT) and referred them to the Priority Projects Standing Advisory Committee. The proceeding relates to the proposed use and development of land at 11 Malmsbury Street, Kew for the demolition of existing buildings to extend an existing education centre for autistic children and young adults to increase the number of students from 35 to 80 and staff from 28 to 72, along with a reduction in the bicycle facilities required.

On 14 March 2021, the Minister for Planning called in proceedings P1539/2020, P1637/2020, P1631/2020 and P1644/2020 from the Victorian Civil and Administrative Tribunal (VCAT) and referred them to the Priority Projects Standing Advisory Committee. The proceeding relates to the proposed use and development of land for a Jewish Arts Quarter at 7 Selwyn Street, Elsternwick.

On 28 February 2021, the Minister for Planning called in proceeding P1990/2019 from the Victorian Civil and Administrative Tribunal (VCAT) and referred it to the Priority Projects Standing Advisory Committee. The proceeding relates to the proposed use and development of land for a vehicle store at 1789-1811 and 1813-1839 Western Highway, Truganina.

Referral 10: Proposed Draft Planning Scheme Amendment C107GELG - Blowholes Road, Cape Bridgewater

On 20 December 2020, the Minister for Planning referred the proposed draft planning scheme amendment, all submissions and other supporting documents relating to the proposed residential hotel development at Blowholes Road, Cape Bridgewater in the Glenelg Shire Council to the Priority Projects Standing Advisory Committee.

Referral 9A and 9B: 571-589 Melbourne Road, Spotswood

On 28 December 2020, the Minister for Planning called in VCAT proceeding P1278/2020 relating to the proposed construction of a four-storey building comprising 58 dwellings with basement parking and vegetation removal, and VCAT proceeding P1751/2020 relating to the proposed use and development of land for a 4-8 storey residential building comprising 87 dwellings and removal of trees at 571-589 Melbourne Road, Spotswood. These matters were referred to the Priority Projects Standing Advisory Committee on 5 December 2021.

Referral 8: 17 Smith Street, Daylesford

On 30 December the Minister for Planning called in VCAT proceeding P701/2020 relating to the proposed subdivision of land at 17 Smith Street, Daylesford to accommodate a residential development that includes affordable housing in partnership with the Women’s Property Initiative and Older Women in Co-Housing (WINC) and referred it to the Priority Projects Standing Advisory Committee.

Referral 7: Lot 6 Murray Valley Highway Echuca

On 20 December the Minister for Planning called in VCAT proceeding P446/2020 relating to the proposed use and development on the land for a 24-hour service station including convenience restaurant and associated signage with the removal of native vegetation and creation of an access road at Lot 6, Murray Valley Highway, Echuca and referred it to the Priority Projects Standing Advisory Committee.

Referral 6: 14 South Circular Road and 15-17 Payne Street, Gladstone Park

On 18 November the Minister for Planning called in VCAT proceeding P846/2020 relating to the proposed development for a five-storey residential aged care facility at 14 South Circular Road and 15-17 Payne Street, Gladstone Park and referred it to the Priority Projects Standing Advisory Committee.
