The Minister for Planning appointed a Standing Advisory Committee to provide advice on discrete issues referred to it by DELWP arising from a translation of a planning scheme’s Local Planning Policy Framework (LPPF) to the new Planning Policy Framework (PPF).

The Committee may also be appointed as a Panel to consider submissions on exhibited translation amendments that go through the standard amendment process.

The translation to the PPF will be coordinated by DELWP as part of the Smart Planning program. DELWP will work collaboratively with each council on the work to redraft their LPPF and prepare the subsequent amendment to their planning scheme.

DELWP will refer unresolved matters from LPPF translations capable of being determined within the LPPF Translation timeframe (i.e. not requiring further strategic work) to the Committee, as needed.

Public Briefing

DELWP has arranged a briefing for the Committee. The details of the briefing are:

The Committee invites representatives from the Group 1 and Group 2 councils to attend the briefing.  Attendance is not compulsory. The Committee envisages that council representatives will be present as observers, rather than actively participating in the briefing.  Other industry representatives who are known by the Committee to be working on translation amendments will also be invited to attend as observers.


DELWP will give notice of the proposed LPPF translation to relevant persons. Notice will include direct notice to the relevant council. Submitters will have four weeks from the start of the notification period t lodge written submissions with the Committee.

Public hearing

The Committee will pre-set hearing dates. The hearing dates may include a Directions Hearing and must include a Public Hearing.


The Committee must produce a written report on each planning scheme LPPF translation referred to it, that responds to relevant matters raised in the letter of expectations.
