Overview

Background

The Minister for Planning has appointed an Advisory Committee to provide independent advice for the Great Ocean Road Region project.

The advice will include:

  • planning scheme amendments
  • planning permit applications and policy
  • strategic matters within the Great Ocean Road Strategic Framework Plan Indicative Area that will impact on or facilitate Great Ocean Road visitor economy development proposals.

The Advisory Committee will also provide advice on the development or review of coastal and marine management plans and consents to use marine and coastal Crown land as referred by the Minister for Energy Environment and Climate Change within the Indicative area.

Process

Referral

The Minister for Planning, or the Minister for Energy, Environment and Climate Change, or a delegate, may refer proposals or relevant matters to the Standing Advisory Committee as provided for in the Terms of Reference.

Exhibition

Relevant planning applications or planning scheme amendments referred to the Standing Advisory Committee will be placed on public exhibition. Submissions on those proposals will be invited during that period.

The scope and timing for public exhibition will be determined by either the referring Council or the Department of Environment, Land, Water and Planning.

Public Hearing

The Standing Advisory Committee will hold a Directions Hearing and Public Hearing following the exhibition of the relevant proposal. The purpose of the Hearing will be to provide submitter with an opportunity to be heard by the Committee.

Report

The Standing Advisory Committee must submit its report within 40 business days from the last day of the Hearing.

Referrals

Referral No. 1 – Bells Beach elevated walkway and viewing platform

On 5 August 2020, the Minister for Energy, Environment and Climate Change referred the Bells Beach elevated walkway and viewing platform components of the Bells Beach Surfing Recreation Reserve Coastal and Marine Management Plan 2015-25 to the Committee for advice.

Committee Members Nick Wimbush (Co-Chair), Ian Hamm and Andrew Hutson considered the referral by way of video conference meetings that were held between 18 September and 2 October 2020.

Referral No. 2 – Freshwater Creek Camping and Caravan Park

On 6 September 2020 the Minister Planning referred a planning permit application for visitor  economy development proposal in Freshwater Creek to the Committee for advice.

Planning Permit Application no. 19/0292 is for the use and development of land at 1200 Ghazeepore Road and 350 Coombes Road, Freshwater Creek, for a camping and caravan park, re-subdivision and earthworks.

Following receipt of the application material, the Committee held an ‘on the papers’ review of the permit application.

The Committee submitted its report to the Surf Coast Shire and the Minister for Planning on 31 December 2020
