The Minister for Planning has appointed an Advisory Committee to provide independent advice on planning scheme amendments, planning permit applications, and policy and strategic matters within the Great Ocean Road Strategic Framework Plan Indicative Area that will impact on or facilitate Great Ocean Road visitor economy development proposals.
The Advisory Committee will also provide advice on the development or review of coastal and marine management plans and consents to use marine and coastal Crown land as referred by the Minister for Energy Environment and Climate Change within the Indicative area.

The Minister for Planning, or the Minister for Energy, Environment and Climate Change, or a delegate, may refer proposals or relevant matters to the Standing Advisory Committee as provided for in the Terms of Reference.

Relevant planning applications or planning scheme amendments referred to the Standing Advisory Committee will be placed on public exhibition. Submissions on those proposals will be invited during that period.
The scope and timing for public exhibition will be determined by either the referring Council or the Department of Environment, Land, Water and Planning.
The Standing Advisory Committee will hold a Directions Hearing and Public Hearing following the exhibition of the relevant proposal. The purpose of the Hearing will be to provide submitter with an opportunity to be heard by the Committee.

The Standing Advisory Committee must submit its report within 40 business days from the last day of the Hearing.
