Fishermans Bend is Australia’s largest urban renewal project, covering approximately 480 hectares in the heart of Melbourne. It will consist of five precincts across two municipalities – the City of Melbourne and the City of Port Phillip.
Draft planning scheme amendment GC81 seeks to introduce planning scheme controls in the Melbourne and Port Phillip planning schemes to support the implementation of the draft Fishermans Bend Framework.
The Minister for Planning has appointed the Fishermans Bend Planning Review Panel to report on the appropriateness of draft Planning Scheme Amendment GC81.

Submissions in response to the draft Amendment GC81 were collected between 31 October and 15 December 2017. The submissions period has now closed.

A Public Hearing will be held to provide the opportunity to parties that have lodged a submission to make a more detailed submission to the review panel.
The Hearings will be held in two stages:
- Stage 1: 1 March - 28 March 2018
- Stage 2: 9 April - 24 May 2018
Review Panel Report
In accordance with its Terms of Reference, the Review Panel is required to submit its report to the Minister for Planning no later than 40 business days from the last day of the Public Hearings.
