The Quarterly Greenfield Monitor (QGM) provides timely information about the level of residential subdivision activity in Melbourne’s growth areas and selected regional cities and towns. The QGM will monitor the number and average area of:
- proposed lots
- lots released with a title
What is the difference between the Urban Development Program and the Quarterly Greenfield Monitor?
The Urban Development Program (UDP) - Greenfield monitors the entire greenfield pipeline from unzoned englobo land (large paddocks) through to subdivision of land to create housing lots (retail lots). It provides an annual assessment of the supply and take-up of greenfield land.
The Quarterly Greenfield Monitor has been created to monitor the subdivision component of the greenfield pipeline. The number of lots with a title is the final step in the subdivision process and will form the basis of quarterly reporting.
The Greenfield development pipeline
This is land that is within the subdivisional process from certification to statement of compliance. It can be thought of as near-term greenfield lot supply.
Proposed lots are a snapshot of lots in the subdivision process at any one time.
Lots released with a title, or approved lots, is land that has been registered, provided with a title and ready for dwellings to be built. Lots released with a title is the final step in the subdivision process.
Melbourne's growth areas
In metropolitan Melbourne the QGM covers the same geographic area as the Urban Development Program (UDP) - Melbourne Greenfield. It includes greenfield land within the Urban Growth Boundary in the municipalities of Cardinia, Casey, Hume, Melton, Mitchell, Whittlesea and Wyndham.

Regional Victoria
In regional victoria the QGM covers the same geographic area as the Urban Development Program (UDP) - Regional Greenfield. It includes greenfield land in the cities and towns of Ballarat, Bendigo, Geelong, Drouin, Warragul, Gisborne, Kyneton, Horsham, Mildura, Moe, Morwell, Newborough, Churchill,Traralgon and Winchelsea.
