VicRoads proposes to construct a Northern Highway bypass of the Kilmore and Wallan townships. The proposed two-lane bypass would connect the Hume Freeway at Wandong with the Northern Highway at the intersection with the Broadford-Kilmore Road, a distance of approximately 13 kilometres.
VicRoads' planning studies considered three bypass options that were reviewed by the assessment and approval process: the Dry Creek, Quinns Road and Western options. The Western option was announced in March 2015 as the confirmed route for the bypass.
The project’s main objectives are to reduce through traffic in the Kilmore and Wallan town centres, and improve the road network's safety and functionality.
Minister for Planning's Assessment
In February 2015, the then Minister for Planning released the Kilmore Wallan Bypass Minister's Assessment (DOCX, 734.8 KB) under the Environment Effects Act 1978, concluding the Environment Effects Statement (EES) process. The assessment was provided to statutory decision-makers to inform approval decisions on the project.
Inquiry and advisory committee process
A combined inquiry and advisory committee was appointed to consider public submissions and inquire into the proposal’s environmental effects.
A directions hearing was held on 7 August 2014.
Public hearings were held from 27 August to 12 September 2014.

Exhibition of EES
The EES for the Kilmore Wallan Bypass, together with draft planning scheme amendment documentation, were released for public comment from 10 June to 21 July 2014.

Scoping requirements set out the matters to be investigated and documented in the EES.
Draft scoping requirements for the Kilmore Wallan Bypass EES were on public exhibition between 22 July and 12 August 2013. After considering public submissions on the draft scoping requirements, the then Minister for Planning issued Final Scoping Requirements (DOCX, 508.7 KB) on 4 October 2013.
VicRoads prepared a consultation plan (PDF, 621.8 KB) outlining the opportunities for community engagement during the preparation of the EES.
On 15 April 2013, the Minister for Planning decided that an EES under the Environment Effects Act 1978 was required for the proposed Kilmore Wallan Bypass.

On 16 April 2013, the delegate of the Commonwealth Minister for Sustainability, Environment, Water, Population and Communities also decided that the project was a controlled action because of potential impacts on listed threatened species and communities, and required assessment and approval under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
In order to avoid duplication of assessment processes, the Victorian EES process was used to assess commonwealth matters, as it is accredited under the bilateral agreement between the Commonwealth and the State of Victoria.
