The Palmers Road Corridor Project assessed under the Act involves developing a new north-south arterial road linking the Western Freeway (at Deer Park Bypass) and the Calder Freeway.
Initially this will involve connecting and upgrading existing local roads (Robinsons Road, Westwood Drive and Calder Park Drive), but in the longer term will entail a six-lane divided road, with bicycle and pedestrian facilities and interchanges.
Full development of the arterial route is expected to be a staged, long term project which would result in the six lane road and related infrastructure being completed potentially by 2046.
Minister for Planning's Assessment
In March 2016, the Minister for Planning released his Assessment under the Environment Effects Act 1978, which concludes the Environment Effects Statement (EES) process for this project. The Assessment has been provided to statutory decision-makers to inform approval decisions on this project, including for planning scheme amendments under the Planning and Environment Act 1987.

A combined Inquiry Panel was appointed to consider the EES, public submissions, planning scheme amendments, and inquire into the environmental effects of the proposal in accordance with approved Terms of Reference. A Directions Hearing was held on 22 September 2015. The Inquiry held public hearings from 20 to 29 October 2015 and provided its report to the Minister on 23 December 2015.
Exhibition of EES
The Environment Effects Statement (EES) for the Palmers Road Corridor (Western Freeway to Calder Freeway) project, together with the Planning Scheme Amendments, were released for public comment from 30 July to 31 August 2015.
The Scoping Requirements set out the matters to be investigated and documented in the EES. Draft Scoping Requirements for this EES were on public exhibition between 4 and 24 June 2013. After considering public submissions on the Draft Scoping Requirements, the Minister for Planning issued final Scoping Requirements on 29 July 2013.
VicRoads prepared a Consultation Plan outlining the opportunities for community engagement during the preparation of the EES.
On 13 November 2009, the Minister for Planning decided that an EES under the Environment Effects Act 1978 was required for the proposed Palmers Road Corridor Project.
