The amendment applies to 155 ha of land bounded by Swan Hill-Sea Lake Road Woorinen Road and Memorial Drive Swan Hill ( Tower Hill ) being Lot 2 LP 205170 CAs 15 16and 16A Sec A Parish of Castle Donnington| Introduce Clause 34.04 the Business 4 Zone into the Scheme| Insert a new Schedule to Cl 34.04| Rezone a 100m wide strip of land along Swan Hill-Sea Lake Road from Rural Zone and Residential 1 Zone to Business 4 Zone| Introduce a Design and Development Overlay over the strip of land to be rezoned Business 4 Zone| Rezone land in the western section of the site from Rural Zone to Residential 1 Zone| Alter the boundaries of the Development Plan Overlay affecting the site| Rezone several portions of the site from Rural Zone and Residential 1 Zone to Public Park and Recreation Zone| Revise the Table to Clause 22.20 to include new building lines and heights for the Business Zones
